The Role

 

This role will cover the Southern Region

The VP Local Network executes the tactical network plans and implementation of capital investments in the South Region, supporting the Market Operations, Wholesale, and Global Operations Business units. Tactical responsibilities include day-to-day activities that enable the detailed engineering, construction, inspection and service readiness of all network deployments, and capital investments within the Region, by established deadlines and guidelines. The VP Local Network leads multiple teams of Engineers, Network Implementation Supervisors & Managers, Contract Project Administrators, Engineer Project Administrators, and Technicians, to successfully complete all Network Service projects within the Region. Leadership responsibilities include matrixed management for processes, systems, tools, and any other assets to the Regional Field Engineering and Construction organizations.

The Main Responsibilities

 

  • Ensure Lumen's capital investments and Networks are aligned and capable of delivering the strategic products and services outlined in our local business plans
  • Engineer and construct the network assets, which have an annual expense or revenue stream in the millions of dollars range, depending on multi-state and local footprints in the region
  • Deploy operationally efficient and reliable day-to-day operations that are standard and consistent with Lumen’s network strategies and long-term product roadmap, spanning millions of access lines and wire centers in the company footprint, with financial responsibility of to millions of dollars
  • Execute network enhancements associated with Lifecycle Management, Systems, Conversions, and Integrations of the network, ensuring our network assets are capable, reliable, and operationally sound to support our product roadmap
  • Manage daily, weekly, monthly, quarterly, and annual reporting requirements for inside and outside of the applicable region, to include, but not limited to, Key Service Metrics (KSMs) variances, Monthly Operations Review Decks, PSC compliance reports, etc
  • Manage an organization that will vary in size, depending on the size and population of the assigned region
  • Manage Capital and Operational budgets, that will vary in size, depending on the size and population of the region for the assigned region
  • Lead and manage the best methods for achieving desired results of the “service readiness” of our network investments, providing direction and influence to direct reports and cross-functional partners to ensure that network investments are in service and accounted for in a timely manner and with quality
  • Fiscal responsibility, due diligence and oversight for detailed engineering, construction, inspection and service readiness of all network deployments and capital investments

What We Look For in a Candidate

 

  • 8 -10 years’ experience in telecommunications technologies and architectures, network construction, and engineering and operations including, but not limited to, OSP, Central Office configurations, Optical technologies and Voice over IP protocol, routing and switching, Video Digital Subscriber Line and Digital Subscriber line
  • Bachelor’s degree in Engineering, Telecommunications, Construction, Construction Management, Business or related field; or the equivalent in training and experience
  • Successful experience of process improvement within the telecommunications industry, that increased productivity and lowered costs
  • Demonstrable success in strategic, operational, and administrative decisions in response to customer demands
  • Experienced in occupational and third-party (contractor), with a proven ability to form working win/win partnerships
  • Valid driver’s license

 

Preferred Qualifications

  • Minimum 8 years’ experience managing in a field telecom/cable construction environment
  • Experience managing manager and supervisory personnel
  • LNI Systems – NDS, ARMOR, TIRKS, WFMT, Fireworks/BidMaster, etc.

This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
