The Childrens Services Department, which includes the Home Study and Post Release Services Program, is driven by a mission that promotes the safety and well-being of unaccompanied children as they reunify with their families across the United States. As a department, our approach to care is through a child-centric, culturally competent, and trauma-informed lens that empowers the children and families we walk alongside. The Childrens Services department launched inaugural programming to serve unaccompanied children in 2021. In 2023, we are grateful to partner with an affiliate network, both CWS local offices and other non-profit organizations across 22 locations in the United States to support Unaccompanied children as they are released from the Office of Refugee Resettlement. Through funding from the Office of Refugee Resettlement (ORR), CWS provides services to unaccompanied children (UC) through the Home Study (HS) and Post Release Service (PRS) program. CWS is launching a pilot home study project using consultants across the US to conduct expeditious home study services to those children in ORR care when assessment of the proposed placement is warranted to ensure the sponsor can provide a safe, stable home, and ensure the UC’s well-being.

Primary Purpose:

As part of the national HSPRS team, the Senior Officer, Home Study oversees all activities of the Home Study pilot. This position is currently funded through December 2023, with the possibility for extension based on availability of funding and success of the pilot. The Sr. Officer will be responsible to execute the pilot project. Notably, the position will work in partnership with CWS’ HR unit to recruit qualified consultants. The Sr. Officer will provide initial onboarding and ongoing supervision of HS consultants to ensure safe and timely placements of UC seeking reunification with family in the US.

The Sr. Officer works closely and collaboratively with the Deputy Director of Client Services, HSPRS Director, Training, and Case Processing teams to implement the pilot project.

Essential Duties:

Program Management:

  • Execute the deliverables of the Home Study Pilot on an expedited timeline.
  • Contribute to the development of the operational structure needed for the success of the pilot.
  • Establish and maintain an active cohort of qualified and trained consultants.
  • Establish and maintain protocols for scheduling and deploying consultants.
  • Establish metrics and protocols to track and measure performance of pilot implementation
Program Quality and Compliance:
  • Serve as an expert on Policy and Procedures for the implementation of the HS program
  • Identifies and analyzes region specific trends and challenges to service delivery or project implementation and applies that information to make key decisions.
  • Reviews and approves case file documentation and final home study recommendations to ensure provision of high-quality services to UC
  • Provides technical assistance and case consultation on complex cases and interventions
  • Serve as a mandated reporter and ensure reporting of suspected abuse or neglect
  • Creates training materials.
  • Conducts training.
  • Monitors completion of pre-service and ongoing training.
People Management:
  • In partnership with CWS HR unit, serve as the technical expert and lead recruitment efforts to build a network of highly qualified HS consultants in target areas across the US.
  • Provide ongoing technical assistance and supervision, including performance management
  • In partnership with CWS units, serve as the focal point for consultants to ensure they meet deliverables as established in the HS Contractor Agreement and review reimbursement for completed service delivery.
  • Other duties as assigned.


Qualifications:

Experience:
  • Minimum of 5 years of experience conducting home studies and writing assessment reports,working with children and youth, family reunification/ preservation, and or foster care/child welfare and previous work experience and interest working with foreign born populations is required.
  • 5 years of Supervisory experience and/or program development with progressive responsibility is required.
  • Demonstrated experience launching new programs on an expedited timeline
  • Demonstrated experience with project management
  • Experience supervising large teams on consultants geographically disbursed preferred
  • Experience delivering trainings on a virtual platform is highly preferred.
Skills:
  • High level of competency in assessing proposed placement of children with complex needs including trauma, abuse, limited prior relationship, trafficking and other vulnerabilities.
  • High level of competency in crisis intervention and supervision of others in responding to complex and crisis situations required
  • High level of competency in interviewing children using trauma-informed, culturally and linguistically competent approaches.
  • High level of competency in safety planning and preparing sponsors and children for reunification.
  • High level of competency in managing a diverse team with varying communication styles in a remote work environment
  • Fluency in English and Spanish preferred
  • Proficiency working in databases
  • Strong organizational skills
  • Superior written and verbal communication skills
  • Ability to independently track performance and respond appropriately in a timely manner
  • Organized and ability to work in a fast-paced, high-pressure environment.
Education & Certifications:
  • Masters in social work or equivalent degree in behavior sciences or a social service field
  • Licensed or license eligible highly preferred, but not required
