We are seeking a motivated individual that doesn't shy away from pulling up their sleeves, digging in, and becoming a subject matter expert on federal guidelines, and how to apply them accurately and effectively!

Work Location: Nebraska State Office Building in Lincoln, with possible partial remote work schedule upon completion of training

Examples of Work
The Temporary Ryan White Federal Aid Administrator will serve as the subject matter expert for Ryan White fiscal management and provide fiscal oversight for the Ryan White Part B Program, including the AIDS Drug Assistance Program (ADAP), including monitoring fiscal compliance of sub recipients. This position is also responsible for assisting with the development of grant activities and leading implementation to assure all program goals and objectives are met. Funding for this position is through one federal grant from the Health Resources and Service Administration (HRSA).

Core tasks performed by this position include:

  • Serve as subject matter expert and implement and monitor formal procedures and guidelines necessary for the RWHAP and recipients to apply for federal funds and grant funds for projects;
  • Develop procedural manuals and protocols, templates, and forms;
  • Maintain status information on all grants, sub-awards, and contracts as required for fiscal monitoring;
  • Conduct audits and site visits and prepare reports;
  • Review and interpret laws, regulations and statutory accounting principles as they apply to the RWHAP;
  • Review sub recipient and contractor invoices and perform compliance testing to ensure fiscal compliance and mitigate risk of future and repeat audit findings;
  • Provide guidance on sub recipient monitoring requirements
Qualifications / Requirements
REQUIREMENTS: Four years work experience significantly related to position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.

PREFERRED: Bachelor's degree in business administration or accounting or related field. Prior experience following federal guidelines, skill in learning new information quickly and efficiency and applying that knowledge effectively.
Knowledge, Skills and Abilities
Experience working with federal grants and grant guidance; familiarity with OMB Uniform Grant Guidance; proficient in use of Microsoft Suite, especially Word, Outlook, Excel, and Webex; experience with virtual meeting platforms such as Zoom, Adobe Connect, and GoToMeeting. Knowledge of the theory and practice of accounting principles, practices, methods and procedures. Ability to comprehend and follow complex and technical procedures and to communicate effectively.
