This position:

  • Manages the city's strategic prioritization and financial resource allocation program and other top complex financial initiatives from a citywide perspective
  • Aligns budget priorities and financial resources with strategic and performance metric goals of the city
  • Performs financial and technical research related to the city's budget and finances
  • Partners with departmental financial managers to assist them with the annual budgeting process and to resolve budget issues
  • Provides analytical and strategic assistance in the development, presentation and publication of budget data
  • Exhibits a strong ability to collaborate successfully with multiple stakeholders
  • Works independently and exercises considerable initiative and judgment with broad discretion

Essential Functions

Leads the strategy, process, implementation and full integration of the city's Priority Based Budgeting (PBB) program into the city's financial decision-making process and annual budgeting cycle. Establishes and refines the PBB scoring methodology and evaluates programs based on prioritization outcomes and stakeholder input. Facilitates citywide ownership, adoption and investment in resource allocation tools, infrastructure and processes. Engages necessary stakeholders and effectively manages and communicates timelines of PBB processes and deliverables. Monitors and supports the progress of departmental programmatic realignments with PBB outcomes, which may include cost savings initiatives, alternative service delivery options, and program scope changes or elimination. Partners with finance team members and departmental program managers to integrate results into annual budgets. (35%)

Serves as a project manager for other key financial initiatives as needed with minimal supervision. Spends a significant amount on time on a wide variety of special projects in areas such as cost and revenue studies, property tax analysis, and statistical and performance analysis. Compiles data into reports for decision and policymakers. Creates and maintains financial models and tools for forecasting, cost planning, and other financial projects. Assists in developing and implementing budget policies, procedures and technical solutions. (25%)

Collaborates with departmental finance managers and other internal customers to support the annual budget development process and quarterly consolidation of forecasted revenues and expenses. Provides guidance and analytical support to resolve ongoing budget issues in a manner consistent with the overall priorities of the city. May require significant coordination, facilitation, communication and teamwork to achieve varying departmental objectives. (20%)

Develops and presents budget data to the Executive Management Team and the Mayor and City Council. Assists with the development and presentation of budget data to internal and external customers. (10%)

Supervisory Responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (10%)

Requirements

Required Knowledge, Experience, And Training
  • Must have a Bachelor's degree in business, finance, economics, accounting, or related field
  • 7 years of experience performing complex financial planning functions, including financial and econometric modeling
  • Ability to analyze financial data, draw conclusions and prepare clear and concise reports
  • Establish and maintain effective working relationships with department staff and other City of Boise managers
  • Operate a computer and use business software applications
  • Work effectively in a team-oriented environment
  • 5 years of demonstrated project management experience including large group facilitation, coaching, consulting and guiding teams and individuals
Functional Knowledge
  • Large Enterprise Resource Planning (ERP) systems
  • Application and data mining tools
  • Techniques and methods used in financial analysis and sound business practices
  • Corporate or governmental budgeting theories and practices
  • High-level proficiency in Microsoft Office suite
  • Experience with MS Project or related project management software
Ability
  • Develop ideas from concept through implementation using group facilitation skills
  • Communicate clearly using strong written and verbal communication and interpersonal skills to both small and large groups

Preferred Knowledge, Experience, And Training
  • Master's degree in business administration or related field
  • 5 years of experience performing highly complex financial planning functions including at least 3 years in a lead role
  • Experience in the public sector
  • Certifications such as Certified Public Finance Officer, Certified Government Financial Manager, Project Management Professional or Certified Financial Analyst
Licensing And Other Requirements
  • Valid state-issued driver's license
