The Illinois Department of Children and Family Services (IDCFS) Divisions of Quality Enhancement and Clinical Practice have been called upon by the IDCFS Director and the Senior Deputy of Operations to conduct case reviews and clinical assessments for special high-profile cases. These cases often generate media attention. In addition to reviewing these types of cases for lessons learned, there is a need to identify trends and make recommendations for policy/procedures changes to impact direct service practices. As the individual and team level case reviews continue, the position will lead, participate, and consult with both IDCFS teams and child welfare Purchase of Service (POS) agencies to provide agency reviews, data support, and training of caseworkers and supervisors. The position will work in collaboration with IDCFS Quality Enhancement, Operations, Child Protection, Clinical Review Teams, and child welfare agencies throughout the state.

Major Duties and Responsibilities:

  • 30% Provide training to IDCFS and POS staff regarding the analysis of collected information and implementation of direct practice improvement activities. Provide other technical assistance, both electronic and on site, to assist to POS agencies and various IDCFS divisions as requested.
  • 25% Lead/participate in comprehensive child welfare review processes that includes a review of documentation, collaboration with other divisions, interviews, synthesizing the collected information, analyzing the information and writing reports. Coordinate and facilitate the debrief staffing for each review completed and track and follow recommendations for improvement.
  • 20% Respond to direct referrals by the Director of IDCFS, senior administration and Agency Performance Team Monitoring to review, investigate, and report back to the Director and provide reports as requested that include trend information and recommendations for improved practices and procedures/policy revision.
  • 15% Participate in the Outcome Enhancement Case Review and Ad Hoc case reviews to gain further understanding of areas for practice improvement and build knowledge base for successful presentations related to improving outcomes of safety permanency and wellbeing.
  • 5% Conduct and participate in focus groups and work groups around child welfare issues. Study and report on additional issues in child welfare, as requested. Lead/participate in additional program review as appropriate.
  • 5% Statewide travel and other related duties to further the mission of the unit as assigned.

EDUCATION AND EXPERIENCE

Master's degree in Social Work or a related field and three years of supervisory experience required.

KNOWLEDGE REQUIREMENTS

Thorough understanding of Illinois child welfare system and the ability to apply that knowledge to both micro-level and systemic foster care Issues i.e., IDCFS Rules and Procedures, performance standards, court processes, etc. Understanding of program monitoring and quality improvement processes. Strong organizational and project management skills. Strong oral and written communication skills. Proficient with speaking to large groups of child welfare professionals and facilitating groups in the data collection process. Proficient with conducting in-person interviews with all levels of client stakeholders and child welfare staff. Ability to work well in a team environment as well as independently. Working knowledge of research concepts data analysis and reporting.

SALARY AND APPOINTMENT INFORMATION

This is a full-time (100%), twelve-month, academic professional position. The position is grant-funded and renewal is contingent upon availability of funds. Salary is competitive and commensurate with qualifications. The proposed start date is as soon as possible after the closing date.
