ECS is seeking a Small Craft Specialist to work in our Silver Spring, MD office.

Job Description:

In support of NOAA's Platform and Infrastructure Acquisition Division (PIAD) the candidate will be involved in the review of various vendor activities and submissions to ensure contract requirements are met in the areas of Unmanned/Uncrewed Systems (UxS) and hydrographic survey launches. It will be necessary to write reports on various subjects as appropriate and perform other duties as assigned, which could include participating on the government's inspection team during at sea trials.

Specific duties include:

  • Coordinate, prioritize, track and manage assigned tasking.
  • Acts as liaison between customer, other ECS staff, stakeholders and UxS vendors.
  • Help to define/create project plans and test & trials schedules.
  • Help to review/comment on contract deliverables, identify/mitigate risks, and report performance/technical issues.
  • Help to monitor/oversee design and construction activities against contract scope, schedule, and cost.
  • Other duties as assigned to support current/future customers as well as corporate goals/objectives.
  • Travel up to 25% may be required to include locations at UxS vendors and shipyard locations as well as possible trips overseas.
Required Skills:
  • Between 4+ years of experience/knowledge of the principles, methods and techniques used for aluminum boat construction and/or operations.
  • US Citizenship required per contract.
  • Public trust security clearance.
  • Thorough understanding of ABYC, ABS, and USCG rules as they apply to boats under 15 meters in length.
  • Ability to adapt, be proactive, take direction and maintain follow through to task completion.
  • Capable of reviewing/modifying drawings.
  • Must have good technical writing and communication skills.
Desired Skills:
  • Experience with operating/maintaining autonomous surface vessels.
  • Experience with research vessels and/or survey launches.
  • Boat handling experience with boats up to 15m in length.
  • Experience with field tests and trials of small craft.
