Primary Responsibility / Summary
Responsible for achieving all contract outcomes and measures. Monitors participant budgetary and spending goals in line with City/County and Goodwill guidelines. Supervises career services team , ensures enrollments, placements and career service delivery , Compile center data and report progress and outcomes to Program Manager. Oversees management of individual service plans for customers of the WorkSource Center /American Job Center of California(AJCC).
Essential Duties & Responsibilities

  • Oversees staff to meet enrollment and placement goals as specified by contract agreements.
  • Actively pursues new services relationships with community businesses.
  • Develops relationships with training schools and conducts visits to ensure that sites are in compliance with the funder's requirements.
  • Conducts weekly file review roundtables.
  • Monitors all files according to City/County and Goodwill standards. Verifies funding eligibility for all activity.
  • Monitors participant-related expenditures and ensures that the participant budget is spent within the required timeframe.Reviews and approves check requests and eligibility for appropriate supportive services.
  • Creates regular reports documenting the progress of departmental objectives in regards to the current status.
  • Handles all complaints for the WorkSource Center /American Job Center of California (AJCC.
  • Attends orientation meetings to ensure compliance with contract standards
  • Meets with CQI team to assist with implementation strategies for continuous quality improvement.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, developing and disciplining employees; addressing complaints and resolving problems.
  • Driving records must be acceptable by company's insurance vendor.

    Supervisory Responsibilities
    This job supervises 2+ staff - Career Services Specialists, Employment Services Specialists and Intake Specialists.

    Qualifications
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Education & Experience
    • Min. 4 years of sales and job development experience; within which 2 years of supervisory experience.
    • Bachelor's degree from four-year College or university preferred.
    • Good planning and organization skills, details orientated.
    • Experience in preparing and monitoring budgets.
    • Excellent people and communication skills with abilities to produce results in a fast paced environment.
    • Experience working in non-profit helpful.
    • Familiar with Work Investment Act essential.
    • Bilingual in Spanish preferred.

    • Free from alcohol and drug abuse.
    • Understands the basic philosophy of Goodwill and participates fully in carrying out its mission.

    Certificates, Licenses, Registrations
    • GCDF certification is preferred.

    English Language Skills
    • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

    Mathematical Skills
    • Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning Ability
    • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    Computer Skills
    Must have intermediate knowledge of computer programs in a Windows environment, including Word, Excel and E-mail.
