Job Summary

4S-Silversword is recruiting a Senior Technical Advisor to support a Department of Homeland Security (DHS) Office of the Chief Medical Officer (OCMO) Program Management Office (PMO). The position will support the programs technical activities and efforts across multiple software, research, and analytical projects and requires a seasoned technical professional with experience in Project Management and Information Technology policy.

Key Responsibilities

The Senior Technical Advisor advises on all PMO technical activities to include:

• Provides detailed information, advice, and direction to organizational leadership and technical teams based on expertise in particular fields of knowledge.
• Possesses an in-depth understanding of the organization's mission, products and services and ensures that technical policies, guidance, and procedures are rigorous and comprehensive.
• May provide and present technical assistance for applications of advanced theory, principles, concepts, and methods.
• Overall responsibilities include supporting senior leaders and managers in charge of the technical planning and execution of services associated with the contract.
• Responsibilities may include conducting research and providing recommendations that support strategic initiatives such as the development and enhancement of the organization's technical test and evaluation (T&E) strategies, networks, laboratories, automation and instrumentation.
• Oversees research, evaluation, and implementation of new technologies.
• Identifies issues associated with implementation of emerging technologies and appropriate courses of action.
• Works with the Government to ensure that recommended solutions meet the organization's goals and objectives.
• Oversees the technical work of project administrators, project teams, and task leads.
• Provides precise communications to government and contractor leadership regarding work being proposed or performed, productivity, process improvements, and status.
• Responsible for the conduct and content of technical program/project reviews to the government.

Job Requirements
Qualifications

Minimum qualification includes a BA/BS or MA/MS degree, 3 to 10 years' experience and proficiency with EMR systems.

• An active Secret security clearance is required
• Working knowledge of associated Health Information Technologies (HIT) included Health Information Exchanges (HIEs)
• Experiencing managing teams and personnel performance
• Strong problem-solving skills and attention to detail
• Ability to manage workload and schedule across multiple projects
• Good communication skills and capable of leading integrated technical teams
• Operational experience with EMR and health information management in an EMS, law enforcement, military, or humanitarian setting preferred

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
