Summary:

The Senior Manager, Portfolio Governance is responsible for building, implementing, championing and continuously improving Hershey's technology portfolio, program and project governance practices. This role is a key role on the PMO Center of Excellence, seen as a thought leader over Portfolio Governance and best practices with regards to Executive Portfolio measurements KPIs.

The Sr. Manager, Portfolio Governance role should have solid experience with sound portfolio governance practices, development of industry standard and Hershey aligned measures, including OKRs and KPIs. This role will build strong partnerships with PMO COE peers, Portfolio Managers, IS and business leaders to ensure understanding, alignment and adoption of governance processes, delivery value drivers, PPM data maturity, sound financial stewardship in portfolio governance.

The role will be the key liaison between Enterprise Prioritization Committee, Portfolio Business and IS leaders, as well the PMO, to drive governance effectiveness and value in Enterprise technology investments. Responsibilities will include design, implementation, education and management of the project intake/ demand process, portfolio KPIs and all governance related processes for portfolio, program and project in the Enterprise Technology Portfolio.

The Sr Manager, Portfolio Governance is a servant leader and influencer for the Enterprise Technology Portfolio who will assure portfolio health, outline risks/issues and facilitate difficult conversations regarding the prioritization, trade-offs, continued execution, risks and issues within the portfolio. This role will be a change agent for business agility, lean portfolio management and continuous improvement of governance processes.

Major Duties/Responsibilities:

  • Define and implement portfolio metrics & KPI's to measure each portfolio and roll up to enterprise portfolio for transparency to Executive team
  • Ensuring roadmaps, portfolio and pipeline initiatives are mapped by portfolio and kept refreshed with all IS Portfolio Mgrs, including future costs (OpEx and CapEx) in Strategic Plan and alignment to Enterprise Corporate strategy
  • Define, embed, educate and communicate efficient transparent governance processes in partnership with business for ALL Enterprise Technology Projects, including lens of IS "business as usual" projects vs. strategic projects
  • Act as lead for Enterprise Architecture Review board, managing pipeline processes for incoming projects proposed to all portfolio governance committees

Minimum knowledge, skills and abilities required to successfully perform major duties/responsibilities:

  • PMP required
  • PfMP preferred
  • Agile certification from recognized organization preferred
  • Hands on use of various project lifecycles, Agile, Waterfall and Hybrid experience required
  • Familiarity with lean, agile portfolio governance, a plus
  • Ownership over design and enhancements to Technical Review/ Architecture Review board process, ensuring enterprise architecture standards are met for proposed pipeline of projects
  • Capable of establishing and analyzing project metrics, portfolio metrics, reporting on metrics utilizing PPM tool to Senior Leadership on Enterprise Prioritization Committee.
  • Effective influence, negotiation and collaboration skills, as well as communication skills to all levels of the organization
  • Experience with project stage gates, and governance best practices associated with key deliverables per stages
  • Familiarity with portfolio financials as related to metrics of portfolio delivery

Minimum Education and Experience Requirements:

Education:

  • Bachelor's Degree in a business or IT related field.

Experience:

  • 8+ years experience in Project, Program and Portfolio governance.
  • 3+ years in a leadership role.
  • 8+ years of senior level experience managing projects, programs and portfolios in complex, multi-functional organization using PMI best practices in traditional and Agile delivery.
  • 3+ years within a formal PMO environment
