Position Title: Senior Human Resources Business Partner - Talent & Employee Relations

Department: Human Resources

Salary: C52/1 - ($77,829, Starting DOE)

Position Summary

Pima Community College is elevating our professional Human Resources services! Announcing a new Sr. HR Business Partner position within Human Resources. 

As a senior operational-level HR professional, this new position will engage as a consultant with a focus on Employee Relations (35%), Talent Acquisition (35%) and Staff management and development (30%). The position will partner with our institution's business and academic units to provide best-in-class people service to our clients working to drive Student Success. 

The SR-HRBP focus is to drive the development of relationships between department team leaders and our team of HRBPs to understand the talent acquisition, strategy and issues, and apply forward-looking HR principles and tools to ensure the successful execution of our people strategies. This HRBP will lead the strategic support and counsel in the areas of both Employee Relations and Talent Acquisition creating and managing a transformational HR service to the College. S/He will also work to lead in the areas of employee engagement, performance feedback; change management, team building and coaching; and HR process, policy, and compliance matters. 

The HRBP serves as a strategic partner to the Director of Human Resources and aligns business objectives within the assigned business unit and leads the rest of the HR team to do the same. It requires a highly experienced Human Resources professional who is adept at working with employees in many different roles and levels of the institution. The successful candidate will be a highly organized individual who thrives in a changing environment and enjoys handling the full spectrum of Generalist duties with little or no direction.

This position will assist the HR Director in facilitating HR programs and strategies in support of multiple client groups through collaboration with clients, HR specialist teams, and other HR business partners. The SR HRBP will serve as a consultant to business leaders on all talent matters, including selection and recruitment of talent, organizational effectiveness, leader effectiveness, change management, organizational design, and learning opportunities.

Duties & Responsibilities:
  • Maintain and help implement HR policies, processes, and procedures for the college
  • Primary focus will include talent sourcing, employee relations, onboarding and retention
  • The SR HRBP will also support HR data accuracy and reporting, recognition program administration and will direct and manage human resources staff and responsibilities 
  • Assist HR Director in coaching and educating HRBP, management and other college leaders on a diverse variety of HR topics
  • Provide assessment, guidance, tools, and implementation strategy to create a collaborative development plan
  • Coach HRBPs in implementation of innovative talent acquisition solution processes and strategies to build a high-performing organization through leadership development, succession planning, talent development, and culture change. Collaborate with the HR Leadership team to assist in the development of an effective employee relations plan
  • Maintain knowledge of progressive and innovative HR practices and trends
  • Guide managers and employees at all levels on a variety of topics including selection and interviewing skills, leadership skills, performance management, conflict resolution, and communications; advise and ensure appropriate actions are taken on employee performance management issues to ensure compliance with federal and state laws, policies, procedures, and acceptable management practices
  • Assist HR leadership in establishing foundational tools and templates for organizational effectiveness that can be leveraged across department process improvement efforts - ensuring we have the right framework that can be used College-wide while allowing for unit flexibility
  • This will include:
    • Ensuring that internal talent is identified and considered for appropriate openings
    • Develop a talent pipeline for each hard to fill position 
    • Partner with the talent acquisition team on developing a recruitment strategy focused on top talent and diversity through targeted outreach, pipeline generation and compelling marketing of the organization and job opportunities. Participate in the facilitation of panel interviews and selection process of all exempt staff
    • Work with technical schools, universities, and associations to develop and identify emerging talent
    • Work with temporary placement agencies to ensure referral and proper management of high-quality placements
    • Benchmark positions to insure external competitiveness and internal equity and affordability
Talent Sourcing and Selection

Attract, select and hire best talent through maintaining and improving processes which assure integrity, government compliance, short time to fill, low cost and positive experience for candidates and hiring team

Legal Compliance
  • Supervise the work of HR staff and provide guidance
  • Drive human resources compliance and ensure standardization and consistency of human resource practices and policies
  • Monitor adherence to internal policies and legal standards
Employee Relations
  • Assist HR Leadership in identifying HR process gaps and inefficiencies, and recommend solutions
  • Experience driving and sharing best practices across teams
  • Advise managers on all employee relations issues including complaint investigations, disciplinary action, and terminations
  • Conduct both Retention Interviews and Exit Interviews as applicable and follow-up on areas of concern
  • Provide instrumental advice to managers with the intent to improve working relationships, build morale, increase productivity, reduce risk, and improve retention

Job Requirements:
  • Bachelor's degree in Human Resources or closely related field and
  • Five years Business Partner Experience to include:
  • Demonstrated Talent Acquisition and Employee Relations project/program management skills and 
  • Strong understanding of all HR federal, state, and city employment laws and regulations and
  • Proven professional presentation and communication skills and
  • Demonstrated management capabilities and
  • Experience with conflict management and internal investigations and
  • Strong process improvement, customer satisfaction and team orientation
or
  • At least 7 years of experience, and demonstrated senior level of proficiency in a Generalist capacity and
  • Ability to demonstrate above critera are also met
Preferred:
  • Experience in higher education Human Resource Management HIGHLY PREFERRED
  • Talent Acquisition, Employee Relations and/or Organizational Effectiveness consulting experience at a higher education institution 
  • Strong understanding of Title IX regulations 
  • PHR, SHRM, or other HR certifications

  • Knowledge of all HR functions, with expertise in Recruitment & Employee Relations including performance management, discipline, employee engagement, training, and development
  • Exceptional presentation, facilitation, written, and verbal communication skills with demonstrated ability to develop compelling messaging for diverse audiences and drive groups to consensus and outcomes. 
  • Ability to quickly build trusting relationships to provide practical, as well as visionary, solutions, and services. Ability to build cross-functional teams and work effectively at all levels of the organization
  • Skill in utilizing conflict resolution techniques
  • Knowledge of and ability to utilize emotional intelligence and situational awareness to adapt approach, build credibility and confidence. Skilled in creating connections with leaders in order to support strategic initiatives, influence culture, identify organizational trends, and build relationships
  • Ability to use modern and advanced technologies to manage and analyze talent and create meaningful solutions and experiences for employees and leaders
  • Customer-focused, proven track record of building credibility and influence within the business and across HR specialties
  • Excellent talent assessment/organizational design skills
  • Strong understanding/ application of change management strategies and process excellence principles
  • Robust supervisory, management and/or leadership skills
