Summary Statement

Are you a seasoned Security Program Specialist who enjoys administering access control, badging, video surveillance, and other physical security systems? The City of Boise Security Services Team is hiring a new team member to provide assistance to the standard security deployment team when needed and may participate in after-hours on-call rotation. The Security Program Specialist works closely with the security team members and associated vendors to manage the day-to-day operations and security systems for City of Boise facilities.
This position:

  • Monitors and maintains the overall physical security of City of Boise facilities, employees, and visitors
  • Reviews building use and risks, and makes recommendations for improvements
  • Responds to and coordinates emergency and security-related events
  • Communicates effectively to all levels in the organization both verbally and in writing
  • Work is performed independently and requires considerable professional judgment in carrying out objectives and is under general supervision

Essential Functions

Coordinates day-to-day maintenance and repair of existing security system infrastructure. Troubleshoots reported hardware issues and coordinates with appropriate contractors for repairs. Evaluates need and makes recommendations for service calls on security equipment and hardware. Performs security system assessments for existing facilities to determine risks and recommend system enhancements. Serves as a resource for physical security systems and technologies. (25%)

Performs database management, programming, video extraction, troubleshooting of alarms, and training on security systems. Produces access control badges and credential identification cards, assigning users to appropriate access levels. Works collaboratively with all City of Boise departments to integrate vendor ID credentialing processes prior to the start of a project. Maintains appropriate badge supply inventory and maintenance of associated card printers. (25%)

Writes and documents standard operating procedures, protocols, quick reference guides, and web page updates. Ensures consistent implementation and adherence to City of Boise security operations policies, regulations, and procedures. Responds to actual or potential security issues using established protocols. Assists with special projects, research, and assignments. Assists with the research of best practices and latest technologies for problem-solving in security-related areas. Serves as a liaison to all City of Boise departments on matters pertaining to facility security. (25%)

Monitors program budget and codes security invoices for payment. Maintains filing system, lock and key control system, and City of Boise's lost and found. Coordinates scanning and indexing of security program documents into an electronic content management system. Provides training and coaching to City employees, and supervises after-hours volunteer security team. Monitors calendars to identify potential public meetings requiring security services. (15%)

Responds to, aids in mitigation, and investigates security issues and emergencies arising in City of Boise facilities. Provides customer service for citizens and visitors, and responds to escalated security incidents in City buildings. Works with police when needed to resolve issues and mitigate threats. Supports preparedness and response to protests and public presentations occurring on or within City of Boise facilities. Operates within established guidelines of response set by the Federal Emergency Management Administration and Department of Homeland Security by working closely with City of Boise departments and local agencies to report threats and potential risks. Works as part of the Incident Command structure to respond to significant emergency situations. (10%)

Requirements

Required Knowledge, Experience, And Training
  • Bachelor's degree in Public Administration, Risk Management, Law Enforcement or a closely related field
  • 1 year of progressively responsible experience developing and implementing programs in security, emergency management, risk and safety, human resources
  • Or an equivalent combination of education and/or experience
Functional Knowledge
  • Managing a physical security program
  • Installing, maintaining and troubleshooting electronic security, alarm and public safety systems
  • Principles, practices and techniques of conflict resolution
  • Security, emergency planning and management
  • Scalable, integrated security software and database management systems targeted at commercial and government security
  • Project management with the ability to carry out multiple projects, issues and assignments at one time
Ability
  • Respond to system issues on a 24-hour basis and to work a flexible work schedule
  • Read and understand schematic diagrams, technical manuals and documentation
  • Quickly recognize and analyze irregular events and experience with crowd control
  • Exercise tact and diplomacy in dealing with difficult and sensitive people, issues and situations
  • Understand the municipal organization and/or government structure
  • Use software applications for analysis and presentation
  • Operate a computer with demonstrated proficiency using contemporary databases, word processing and spreadsheets software applications

Preferred Knowledge, Experience, And Training
  • 1 or more years of supervision experience
  • Certified Protection Professional (CPP) certification or Physical Security Professional (PSP) certification
Licensing And Other Requirements
  • Valid driver's license
  • First Aid, use of automated external defibrillators (AEDs) and CPR certification or the ability to attain this certification within six months of employment
Special Requirements
Applicants must be able to pass:
  • City of Boise background check processes including a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
  • Driving Record Check
  • Transportation Security Administration background check (SIDA)
  • Criminal Justice Information System background check (CJIS)

Physical Efforts
While performing the duties of this job the employee is rarely lifting/carrying up to 20 pounds. Also, the employee is rarely pushing/pulling up to 20 pounds. The noise level is occasionally moderate and rarely loud. Work includes the sensory ability to talk, hear and smell. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach and grasp. Position requires hand/finger dexterity.

Working Environment
The work environment will include inside conditions, outdoor weather conditions, and areas of dust, odors, mist, gases or other airborne matter. Employees will also drive a vehicle as part of this position. This position will respond in emergency situations with potential, unknown hazards, both human and environmental.
This position works: Evening meeting hours, on-call, and emergency response.
