SUMMARY

Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Quality Control Manager (QCM) for a lead-contaminated soil removal project located in St. Francois County, Missouri. Site work is anticipated to occur from April through November 2023. The remediation project involves excavating contaminated soil from residential properties, hauling the material to a local repository, and backfilling the excavations with clean material as well as other site restoration activities. The QCM will oversee the workmanship and quality practices and performance of multiple teams on site conducting the excavation and backfill activities necessary to meet the specifications outlined in the contract. Work will be under the supervision of the U.S. Army Corps of Engineers (USACE) and the U.S. EPA., and will require daily reporting as well as quality leadership for a field crew of up to 50 field personnel. Must have familiarity and experience working with USACE using QC reporting software in accordance with the Government Quality Assurance Plan, quality Assurance Inspections, and daily inspections using the USACE Resident Management System (RMS). Must have valid USACE Construction Quality Management credentials.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Experience in a residential setting, knowledgeable of processes and their hazards.
  • Ability to understand and interpret project specifications and evaluate on-going field practices to ensure all project specifications are being met.
  • Ability to enforce U.S. Army Corps of Construction Quality Management principles on site
  • Knowledge and experience with American National Standards Institute (ANSI) standards and Environmental Protection Agency (EPA) laws.
  • Effective at communicating deficiencies to field personnel as well as field leadership, along with identification of corrective actions and tracking all corrective actions to completion.
  • Ability to comfortably prepare comprehensive daily and monthly reporting to USACE and EPA, including any deficiencies noted and corrective actions employed, using the RMS software package.

Required (Minimum) Qualifications
  • Minimum of ten (10) years' professional experience in a quality management role
  • Associate's Degree or higher
  • Experience working on federal construction projects
  • Must possess and maintain a valid Driver's License
  • Ability to receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future

Preferred
  • At least three years of experience in residential remediation work
  • CPR Certified
  • HAZMAT Certified
  • Local to St. Francois County or vicinity, communities include Bonne Terre, Bismarck, Valles Mines, Farmington, French Village, or ability to obtain local housing accommodations

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods of time; 50% of time is spent in a field setting and 50% at a desk. Candidate must be able to lift 50 pounds.

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed largely outdoors with almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises. Work environment is primarily anticipated year-round.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
