Description

SAIC has been awarded a $165million contract by the Commonwealth of Virginia to serve as a multi-sourcingservice integrator (MSI). Under the contract, SAIC will provide an innovativeapproach to assist the Virginia Information Technologies Agency (VITA) withmodernizing the state’s technology infrastructure. SAIC will coordinate andmonitor multiple IT infrastructure services suppliers for state executivebranch agencies. The MSI is the cornerstone of a strategy that will diversifythe state’s portfolio of suppliers, improve service delivery quality, ensurecost-competitiveness, and provide transparency and accountability into thecommonwealth’s service delivery platform.

The Project Manager isresponsible for the planning, execution and delivery of IT projects thatinclude any and all phases of the project life cycle. The Project Manager isaccountable for the delivery of projects on time, within budget, with highquality and within scope. This position focuses on the implementation ofefforts within the Virginia Information Technology Agency (VITA) area. Thisposition serves as the liaison between PMO, project team, VITA and Agency Leadership.The position provides overall Program/Project Management for IT projects andoversees solution implementation, drives continuous improvement to businessprocesses and ensures projects meet productivity, quality andclient/stakeholder satisfaction goals and objectives.

The Project Manager willprovide professional, technical and administrative services to support the PMOin the governance and execution of projects, programs and enhancements.

• Responsible for the implementation of IT programs/projects/effortsin accordance with PMO guidelines and principles.
• Facilitate the definition and declaration of project scope,milestones, tasks, deliverables and resource requirements.
• Maintains project plans, status reports, risk and issue logs,budget/ongoing project forecast of financials and resources.
• Tracks key project metrics (schedule, financial variances) todrive improvement.
• Guarantees requirements are being accomplished and monitors and reportsperformance against plans to ensure project cost, scope and schedule objectivesare met.
• Establish a communication strategy in partnership with customers,stakeholders, sponsors, and project team.
• Keeps user experience in the forefront of all efforts. Work withtechnical and business teams when creating technologies and communicationsplans to provide ideal user experience.
• Develop strategies for risk mitigation and contingency planning.

Qualifications

• BachelorDegree in related discipline and ten (10) years or more of related experience;Masters and eight (8) years or more experience; May consider a high school education and an additional 4 years of experience in lieu of a degree. 
• Understandingand adherence to PMI’s or similar Project and portfolio methodologies

• PMPCertification
• 3 years of experience in a large organization working in a program/projectmanagement role
• Abilityto execute tactical project level activities and tasks
• Comprehensiveknowledge and experience defining project scope, team building, businessrequirements and understand functional/technical specifications
• Establishedrecord of defining and developing rightsized project management processes
• Provenexperience working with matrixed, geographically dispersed teams
• Comprehensivebusiness acumen and understanding of integration process
• Mustbe well organized and possess managerial experience
• Workingknowledge of project lifecycles and project lifecycle methodologies
• Workingknowledge of ITIL and Service Management processes
• Ableto identify and solve problems with guidance and limited resources
• Capableof collaborating with cross-functional teams and stakeholders to establish andsecure a reliable and productive working relationship
• Abilityto effectively communicate with peers written and verbal
• Excellentwritten, communication and interpersonal skills
• Solidcomputer skills with recent Microsoft applications (Excel, Word, PowerPoint andProject)

This position requires SAIC's customerapproval of your qualifications to support the Virginia Information TechnologyAgency (VITA) -  (MSI) Support Services Contract which includes successfulcompletion of the VITA Enterprise Background Check, comprised of aVirginia State Police and Federal Bureau of Investigations fingerprintbackground investigation.

Target salary range: $95,001 - $105,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
