Position Description

Evaluates, establishes and implements project management processes and methodologies for the Medicaid IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Develop policies, standards, guidelines, procedures and processes for IT project governance and govern IT projects. Provide project management, analysis, strategies, recommendations, oversight, and implementation of project management processes using the knowledge of project management tools, methods and best practices as defined in Project Management Body of Knowledge (PMBOK) for the Agency. Responsible to coordinate in gathering requirements or writing the requirements on projects. Responsible for developing project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers using project management methodologies, tools, resource management practices and change management techniques. Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed. Develops and implements communication management plans. Assists Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Responsible for managing one or more cross-functional projects of medium to high complexity programs and projects; which includes handling tasks that are involved in designing and development, as well as production. Compiles metrics relating to IT project success, project attributes, individual productivity and adherence to defined processes Responsible for tracking costs and performance, service levels and other metrics required to ensure project goals and objectives are met. Develops and maintains project documentation. Responsible for creating project plans and teamwork assignments, monitoring of work efforts on a daily basis. Track progress and review project tasks to make certain deadlines are met appropriately at the program level and proactively communicate project status, issues & risks to management. Assess project issues, risks and identify solutions to meet productivity, quality and customer goals. Undertakes strategy creation for contingency planning and risk mitigation. Other duties may be assigned. Provide deliverables such as Project Plan, Project Status Reports, Weekly and Monthly Reporting and management duties as assigned or required, Utilize Sprint burn down charts and any other identified project documents and deliverables. Provide project management support from initiation to implementation of Health Information Exchange and other Medicaid projects.

Skills Required

Hands-on with all aspects of the Project Management Life Cycle and System Development Life Cycle Excellent skills using Microsoft Project and MS Office (word, excel, outlook, power point and Access) Excellent written and verbal communication skills Ability to work on multiple tasks simultaneously Ability to develop and negotiate win/win solutions to project issues Process knowledge and experience leading Agile software projects Ability to identify and document system requirements and their constraints/dependencies Ability to break down prioritized deliverables into individual iterations Proven record of delivering robust, on-time solutions within budget Commitment to personal and professional development Knowledge in Team Foundation Server (TFS) Ability to work independently and in a team-oriented environment Knowledge and skills using Agile/Scrum methodology Knowledge and skills in data governance

Skills Preferred

Implementation of Health Information Exchange projects

Experience Required

Seven years' experience with Extensive Knowledge of IT project management and experience with projects in multiple technologies and functions. Experience in Project Management Office (PMO) Experience with State Government, Medicaid, CHIP, Health Informatin Exchange or healthcare industry Specific experience and knowledge of the following: Ability to organize and lead project related meetings with customer, development staff, and sponsor level staff Proficiency with MS Office (including Word, Excel, Outlook, PowerPoint, Access) Proficiency with MS Project and MS Team Foundation Server (TFS) Experience facilitating Joint Application Design (JAD) sessions Ability to work with end users/customers to understand and develop requirements Experience with Project Status Reporting. Experience with Project Quality Management, Budget Management, Resource/Staffing Management, Change Management, Issue Management, Risk Management and Communication Management Experience with project management methodology and able to apply methodology in a practical manner.

Experience Preferred

Education Required

Bachelor's degree in computer science, information systems, business administration or related field Project Management Certification (PMP) or similar
