GENERAL SUMMARY/ OVERVIEW STATEMENT: Summarize the nature and level of work performed.
Oversees the training and competency program for the Department of Phlebotomy under the guidance of the Phlebotomy Manager and Medical Director. Develops procedures and provides training for Inpatient and Ambulatory phlebotomy staff, including those at off-site locations. Ensures that all staff performing venipuncture are competent and perform the procedure in accordance with departmental policies and procedures. Monitors and tracks competency assessment for all phlebotomy staff.. Serves as the lab liaison in dealing with procedural aspects of phlebotomy. Provides back up to Inpatient and Ambulatory Phlebotomy Supervisors and Team Leaders when necessary.
PRINCIPAL DUTIES AND RESPONSIBILITIES: Indicate key areas of responsibility, major job duties, special projects and key objectives for this position. These items should be evaluated throughout the year and included in the written annual evaluation.
1. Works in conjunction with the Medical Director and Phlebotomy Manager to develop and maintain an effective phlebotomy training program that focuses on all aspects of the role including decision making, dealing with difficult patients, communication, and procedural competency.
2. Works in conjunction with the Medical Director and Phlebotomy Manager to develop and maintain Standard Operating Procedure Manuals for the Department of Phlebotomy.
3. Oversees complete training of all phlebotomy and other clinical staff and monitors staff for remedial training. Provides feedback to Manager and Supervisors. Communicates principle/theory to clinicians and other professional staff.
4. Participates in department continuing education including training programs expanding scope of knowledge. Participates in Clinical Laboratory committees and education programs to improve safety, communication and customer service.
5. Responsible for the training and instruction of medical students and other hospital employees as requested.
6. Responsible for overseeing new employee training and evaluating additional training and competency needs of phlebotomy personnel.
7. Responsible for providing annual age-based competency testing for each phlebotomist in accordance with departmental policy.
8. Notifies and assists the Phlebotomy Manager, in capacity as phlebotomy liaison to other hospital departments, of all reported problems or new procedure requests.
9. Participates in department and hospital wide Quality Improvement initiatives including safety and patient identification audits.
10. Assist with follow-up for safety reports. Analyzes departmental metrics related to phlebotomy (e.g., volume, productivity, turnaround times for stat and timed labs) and assists with process improvements.
11. Serves as the laboratory liaison in dealing with venipuncture or other phlebotomy-related issues. Provides phlebotomy training, competency assessment and support to off-site locations.
12. Handles complex and difficult service situations and is able to work to train staff to handle such situations.
13. Serves as a resource for the phlebotomy and Lab Control staff. Provides dispatching coverage for the Team Leaders if needed.
14. Provides oversight in the absence of the supervisor on weekends and holidays.
