Job Description Summary:

  • The Patrol Officer is a non-exempt, full-time staff position which assists management within the Public Safety department.
  • This position is scheduled to work a 4/10 alternative work schedule and operates on a rotation schedule, with evenings, weekends, and on-call rotation duties.
  • This position could be assigned to any patrol location we are responsible for such as our Irvine campus, Orange campus, or residential facility in Anaheim.
  • The Public Safety Patrol Officer ensures safety by patrolling campus by motor vehicle, by foot, ESV and/or by bicycle providing protection of life and property.
  • The Officer keeps the peace, conducts investigations, submits reports, enforces parking laws, and responds to medical emergencies and illness calls.
  • Updates daily activity logs as needed and in a timely manner; completes written incident and investigative reports in a timely, clear, and well-written manner.
  • In addition to reports, the position is responsible for compliance and training.
  • This position gives directions and assistance to faculty, staff, students, and visitors.
  • The position performs any other duties as needed or assigned to accomplish the mission of the Public Safety Department.
  • This position will have campus security authority (CSA) related responsibilities under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, which is a federal law requiring disclosure of information about crimes on and around campus
Responsibilities:

General Job Requirements:

  • University Patrol and Safety Support:
  • Provide motor vehicle and foot patrol of campus roadways, walkways, parking lots, academic buildings, and residential areas. May provide patrol by bicycle or ESV.
  • Respond to calls issued via radio and telephone dispatch.
  • Provide for the protection of life and property.
  • Ensure buildings are locked and secure as appropriate and respond to building alarms.
  • Give directions, provide assistance to students, staff, faculty and visitors as requested and when appropriate.
  • Direct traffic as necessary.
  • Respond to requests for emergency and routine medical assistance as required.
  • Determine medical needs, administer first aid as necessary, and summon additional medical assistance as required.
  • Receive after-hours notice of work-related injuries for University employees.

Public Safety Reports, Compliance and Training:
  • Ensure department activity log is updated accurately and in a timely manner.
  • Make recommendations, when appropriate, which reduce or eliminate conditions which lend themselves to unsafe conditions or expose University and personal property to theft or damage.
  • Observe safety hazards and report them to the proper persons for correction.
  • Handle transfers of large sums of money and/or provide escort of University employees transferring large sums of money to alternate campus locations.
  • Conduct safety training for students including fire drills, evacuation procedures, and disaster preparedness.
  • Investigations
  • Conduct investigations of reported crimes and other incidents occurring within the jurisdictional boundaries of the University and submit reports regarding those investigations
  • Investigate traffic accidents within the jurisdictional boundaries of the University, prepare accident reports, and enforce laws and regulations per California Vehicle Code.
  • Write reports and prepare cases for prosecution.
  • Testify in courts as required.

Ensure Parking Safety:
  • Enforce parking regulations in parking lots and in other areas as necessary and required.
  • Ensure that abandoned or illegally parked vehicles are impounded.
  • Issue parking permits and bicycle licenses.

May be required to exercise the powers of arrest only while on duty with the Department of Public Safety and while performing authorized assignments defined as the enforcement of all parking regulations on all properties and facilities owned, operated and/or controlled by Chapman University, within the city of Orange and in accordance with the current Memorandum of Understanding with the City of Orange.

Other duties as assigned.Required Qualifications:

  • High School graduate or equivalent
  • Minimum PC832 CA POST Certificate is desired. Applicants who are accepted without the minimum PC832 Certificate, will be required to attend and pass PC832 CA POST Training prior to completing FTO training in order to retain employment.
  • Knowledge of State and Federal laws and regulations as applicable to Public Safety functions
  • Skills in the operation of a motor vehicle under emergency and other Public Safety related conditions, with the ability to understand and follow University safe driving procedures and the California vehicle code.
  • Accurate report writing skills including the proper use of grammar, punctuation and spelling.
  • Ability to quickly assess a situation and determine the appropriate course of action.
  • Ability to prepare criminal cases for prosecution and to effectively testify in court.
  • Ability to interpret and follow University and OSHA safety codes, regulations and procedures.
  • Ability to conduct safety training.
  • Ability to communicate clearly in a helpful, effective and professional manner in person, by telephone and by two-way radio.

  • Knowledge of campus buildings, roadways, parking lots, fire and intrusion alarm systems and keys.
  • Must possess, carry on person and keep current a BSIS California Consumer Affairs Guard Card, and baton permit.
  • Must possess current OC/Pepper Spray certification.
  • Must possess current first aid and CPR certification.
  • Must have and maintain in good standing, valid California Driver License.

Must be able to perform this job's duties with or without reasonable accommodations. Physical requirements include but are not limited to the physical activities:
  • Flexible neck mobility to actively look in and around during vehicle and foot patrols, awareness of surroundings
  • Having the ability to pick things up, place cones/traffic direction devices, render medical aid, get in and out of vehicles, mount/dismount bicycles, provide physical defense of self or others. All of which may require torso flexibility.
  • Physical exertion in the form of climbing may be required while clearing buildings via stairs during power outages/fires. Clearing/checking rooftop access points during burglary or other crime calls where persons may be on the roof.
  • Crawling may be required while accessing a trapped person during an auto accident, during an active shooter situation or to retrieve evidence.
  • Vehicle inspections, inflating bicycle tires, rendering first aid to a patient in a medical emergency or protecting self during a threat may require kneeling.
  • Pushing and pulling may be required when opening/closing doors, moving barricades, crown control, self-defense, controlling dangerous individuals or pushing a vehicle out of danger.
  • Fixed posts, vehicle patrol, monitoring cameras, surveillance details may require the ability to sit for extended periods of time.
  • Self-protection, rendering aid during medical emergency, Arrest and control training may require squatting for extended periods of time.
  • The ability to stand or walk for an extended amount of time while at fixed post assignments, field investigations or patrolling buildings, patrolling campus on foot, rendering aid to persons, apprehending offenders.
  • Operating radio communication, placing flares/safety cones, using self-defense weapons to defend self or others.
  • Finger dexterity for typing reports, writing information down, operating AED and other medical equipment, operating fire extinguisher, operating handcuff/restraint devices.
  • Shoulder range of motion to freely reach above or below the shoulder area for Self-defense, placing or removing objects from high places, apprehending persons, training Rape Aggression Defense.
  • Operating foot controls while driving various types of vehicles, foot pedal in dispatch for radio transmission, kicks for self-defense or defense of others/taking someone into custody.
  • Running extended distances may be required during a pursuit or during an emergency or life threatening situations such as fire, active shooter, someone being physically assaulted, or medical emergency where response time is critical.
  • Must be able to carry or lift, for extended distances, things such as medical equipment, moving or dragging a person to safety, apprehending offenders
Desired Qualifications:

  • Full basic CA POST certification highly desired.
  • PC832 CA POST recommended.
  • Knowledge of City laws and regulations and University policies as applicable to the Public Safety function.
  • Knowledge of campus buildings, roadways, parking lots, fire and intrusion alarm systems and keys.
  • Knowledge of Clery, Act, Title IX reporting.
