The Brad and Alys Smith Outdoor Economic Development Collaborative is currently accepting applications for an Outdoor Recreation Infrastructure Manager.

About the Opportunity

The Outdoor Recreation Infrastructure Manager (ORIM) will be a member of the Outdoor Economic Development Collaborative (OEDC) team and responsible for assisting WVU with implementing natural surface trail and other outdoor recreation infrastructure projects throughout West Virginia to advance the state’s outdoor economy. The projects will be a combination of local and throughout the state.  Responsibilities will include assisting with project design and management, budgeting, inspections, construction, volunteer development & management, and trainings. The ORIM will report to and be mentored by the Coordinator of Outdoor Recreation Infrastructure.  This is a full time 12-month exempt position based out of WVU’s Morgantown Campus but will work on projects throughout the state.

West Virginia has a wealth of natural outdoor resources, with abundant hiking and mountain bike trails, whitewater, fly-fishing, and rock-climbing.  Morgantown is a great place to call home with a 48-mile Rail-Trail system, the Mon River Trails, won the 2020 Rail Trail Conservancy’s ‘Rail Trail Hall of Fame’ national award.  The Monongahela River and Cheat Lake offer flatwater paddling; Mon River is a designated water trail, with recent investment in kayak launches throughout Morgantown.  There are also over 23,000 acres of existing/potential public greenspace within 25 minutes’ drive of Morgantown, with over 100 miles of existing trails (see https://oedc.wvu.edu/resources/wv-recreation-numbers).  With so many natural amenities within easy distances of Morgantown, WVU has been rated the top (large) college out of 9 states in the southeast and mid-Atlantic for outdoor adventure (Blue Ridge Magazine, 2021).  Morgantown has accrued a long list of recognitions as an excellent place to live, to raise a family, or to retire (see https://www.morgantownwv.gov/240/Recognition).

What You'll Do

Project Administration 
  • Assist with development and administration of RFP/RFQ/IFBs for outdoor recreation development related services.
  • Assist with volunteer related activities including recruitment, training, operations, and engagement and coordination with volunteer groups and NGOs.
  • Coordinate with land managers and trail operators from non WVU entities.
  • Assist with developing, managing, and administering design and build specifications, buildable unit definitions, project budgets, work plans, material inventories, RFP/RFQ/IFBs, etc.
  • Processes purchasing of materials, supplies, services, and travel via Mountaineer Marketplace and other sources.
  • Research materials, equipment, regulations, techniques online and provide summaries on any relevant outdoor recreation topic. 
  • Assist with planning and coordinating outreach opportunities, events, workshops, and conferences to promote and advance the OEDC programs.
  • Assists with developing work flows and processes to ensure that daily operations and tracking of projects is efficient and effective.
  • Attends on- and off-campus meetings as required or as directed and reports back to supervisor on issues of importance. May serve on committees and task forces as requested and as directed.
  • Prepares and completes reports and presentations as required.
  • Performs related duties as assigned or as directed.
Project Design, Construction, and Operations
  • Manage volunteers, volunteer crew leader, student crew, and hourly employees.
  • Assist with managing contractors and external partners in outdoor infrastructure related activates. 
  • Conduct job site and trail inspections.
  • Assist with ensuring job site safety, including leading safety briefings, and tracking incidents. 
  • Assist with regulatory compliance, including SWPPP inspections.
  • Conduct inventorying & workplan development for projects.
  • Assist with planning and design, including terrain scouting, corridor flagging, and unit inventories.
  • Engage in trail construction and manage crews constructing trail using a variety of techniques, including mechanized and hand tools.
  • Operate and manage the service and maintenance of tool cache.
  • Occasionally assists onsite with OEDC projects and events which may include travel and/or overnight stays out of town. 
  • Drives state vehicles to transport staff, students, equipment between facilities while being compliant with all required trainings and regulations including the ability to operate 3/4 ton pickup and trailer on typical WV roads and terrain.
  • Physical duties include helping to transport, setup and tear down large program areas for programs or special events.
  • Responsibilities include performing normal work duties in an outdoor environment. 


Qualifications

  • Requires a bachelors degree in forestry, parks and recreation, landscape architecture, or related field. Equivalent professional experience in lue of degree will be considered OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • A minimum of two (2) years of directly related work experience OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Position requires extensive outdoor activity and demonstrated ability to hike off trail in challenging terrain and ride intermediate or expert level mountain bicycling trails.
  • Demonstrated ability to operate outdoors in adverse weather conditions. Knows how to dress and thrive in an outdoor setting including being comfortable with outdoor workdays and an extensive amount of physical exercise and labor.
  • Good financial management knowledge and transaction processing skills.
  • Ability to work independently and maintain confidentiality.
  • Strong interpersonal skills with the ability to maintain a professional demeanor while interacting with the various partners and constituents
  • Demonstrated ability to establish and maintain cooperative working relationships among all levels of employees within the organization.
  • Demonstrated ability to coordinate and prioritize many different administrative tasks, determine relative importance of each, set deadlines, and complete projects in a timely manner while adhering to organizational policies, procedures and regulations
  • Familiarity with GIS or CAD software for use in landscape design.
  • Familiar and competent in light truck and trailer operation.
  • Experienced or familiar with natural surface trail design and construction, including hiking, bike optimized, and shared-use trails.
  • Position must be willing to learn new skills as may be required for the betterment of OEDC programs.
  • Position must be flexible to varying schedule needs, travel, and occasionally extended hours.


About WVU

  • Valid Driver's License.
  • USFS Chainsaw certification or ability to obtain within 6 months of hire.
  • Wilderness First Aid or Wilderness First Responder or ability to obtain within 6 months of hire.

  • Frequently required to utilize hand and finger dexterity.
  • Occasionally required to hike 8-10 miles per day.
  • Occasionally required to mountain bike trail ride 20+ miles per day.
  • Occasionally work near moving mechanical parts.
  • Frequently required to lift and carry 25lbs.
  • Occasionally required to lift 50lbs repeatedly.
  • Occasionally required to lift 100lbs.
  • Continually exposed to outside weather conditions as the majority of work occurs outdoors in remote locations.
  • While performing the duties of this job, the noise level in the work environment is usually moderate, can be very loud when working on construction projects.
