Description
The State of Nebraska, Department of Health and Human Services is seeking an Office Manager for the Division of Medicaid and Long-Term Care. This Management position is critical to the Medicaid Claims Unit because its focus includes the receipt, preparation, and scanning of all hard copy documentation received for Medicaid Fee-for-Service and NFOCUS claims and/or adjustments with attachments, prior authorizations, and Share of Cost forms received from Medicaid Providers, Medicaid recipients or other stakeholders.

Under limited supervision, this position will manage the Medicaid Claims Screening & Scanning Desk and the Data Entry Team that reviews the scanned claims or authorizations for both FFS & NFOCUS and enters them into the MMIS as HIPAA 1500 or UB-04 claims to be processed for adjudication by the FFS Claims Processing team. After confirming accuracy and compliance, all documentation is scanned and indexed into the OnBase storage & retrieval system for entry into the Medicaid Management Information System (MMIS) for retrieval, processing and Records Retention. Access to retained documents is available to Medicaid & NFOCUS Claims staff as well as Administrative Leadership and DHHS Program Staff.

Examples of Work
The Office Manager duties include:

• Making heavy use of the Medicaid Management Information System (MMIS) and the OnBase storage & retrieval system and oversees diverse staff to assure operational efficiency and system integrity & accuracy for both MLTC Claims & adjustments and NFOCUS claims & related documentation.
• Knowledge and expertise for national HIPAA 5010 codes for both paper & electronic transactions within the MMIS and DHHS policy and regulatory requirements within Title 471 Nebraska Medicaid Program Services. In addition, Share of Cost forms (Record of Health Cost) to record services, paid or obligated, that have been provided to a Medicaid client in a specified month are received and processed under this supervisory position as well. Timely processing of the SOC forms is critical for clients who may have this 'out-of-pocket' obligation as it determines their ongoing eligibility within any given month. All these paper documents are entered into the MMIS or NFOCUS systems through a small Data Entry team that is also managed by this specific supervisory position.
• Working with the Claims Administrator to help identify continuous improvement opportunities to streamline or enhance procedures and processes in an effort to maintain or reduce inventories, meet required turnaround time (TAT) levels, ensure written and oral communication accuracy, and provide excellent customer service (both internal & external).
• Monitoring job performance and report outcomes to senior leadership. In addition, review complex issues, provide information and resolve problems pertinent to services offered to Medicaid providers, other stakeholders and/or clients, as appropriate.

This management position will conduct periodic team huddles, weekly or monthly reports, Screening, Scanning & Data Entry annual performance evaluations and all other Human Resource functions regarding staff training, payroll records keeping, and any disciplinary actions that may be required in the course of helping to promote & encourage their teammates' growth and progress as a part of MLTC Medicaid and Long Term Care Division of Nebraska Medicaid.
Qualifications / Requirements

REQUIREMENTS: Post high school coursework/training in business administration, public administration, office management, accounting, management analysis, operations research, program evaluation or related field. OR Experience in medical claims processing, third party health insurance, state and federal Medicaid and/or Medicare regulations, or general office, administrative, or technical support work including responsibility for: staff or equipment needs; collecting and interpreting statistical, financial, program, or administrative data, interpreting laws, rules, regulations and processes; reviewing and evaluating administrative records and reports; or supervising office support or technical staff.

PREFERRED: Prior supervisory or leadership experience is preferred, along with excellent communication skills and an ability to work well with a peer group within the Medicaid Claims Management team and all staff that comprise the direct reports for this position.
Knowledge, Skills and Abilities
Knowledge of: the principles and techniques of supervision; general claims/forms receipt and processing techniques; insurance/third party billing and claims reimbursement; insurance principles and policies; Medicaid and associated Medicare payment regulations; investigative methods; medically related terminology; the practices, procedures, and equipment used in office support operations; basic accounting principles.

Ability to: manage human resources; plan, assign, direct and evaluate the work of staff; code and index material, file and retrieve records/documents according to an established system; identify similarities and differences between two or more sets of data; communicate with service providers, agency staff, public officials, and the public; understand and apply instructions, compute solutions to arithmetic problems involving the use of addition, subtraction, multiplication and division of whole numbers and decimal figures; operate office equipment; process complex payments according to policies and procedures of the employing agency.
