SUMMARY

The Mid-Level Planner supports the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA), Response Directorate, Planning and Exercise Division (P&ED) for deliberate and crisis action planning, National Hurricane Program, and technical and planning support. The Mid-Level Planner is a member of a planning team that executes the FEMA six-step planning process to develop deliberate plans that describe and detail a federal concept of operations to respond to and recover from catastrophic disasters.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Possesses a sound understanding of emergency management response programs and FEMA's role in coordinating the federal response to support state and local partners, good critical thinking and writing skills, and the ability to facilitate complex discussions with stakeholders.

Acts as the team action planner for the close coordination between staff and stakeholders to maintain collaborative team member contact information, track tasks/actions, and coordinate preparation, execution, and after-action notes for collaborative sessions (leader meetings, work groups, and updates).

Conducts research and analysis to support deliverables preparation.

Assists with and facilitates work groups throughout the project.

Assists with plan refinement, tabletop exercise implementation, and plan socialization.

Establishes and maintains relevant project schedules.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Responsible for the integration of CNI Core Competencies into daily functions, including commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.

Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of four (4) years' relevant experience, or equivalent combination of education / experience.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Must have experience and applied knowledge working within the relevant region (if applicable) and expertise in the field of the subject matter of the planning or exercise initiative. Examples include, but not limited to:

• Federal, state and local (for regional initiatives) large jurisdiction (population greater than 1 million) emergency management or other applicable discipline planning experience; and/or

• Federal, state and local large jurisdiction (population greater than 1 million) emergency management logistics planning experience; and/or

• Federal, state and local large jurisdiction (population greater than 1 million) civilian or community planning experience; and/or

• Federal, state and local exercise experience in the design, development, conduct and evaluation; and/or

• Experience with the analysis and application of modeling to inform operational decision making.

CERTIFICATES / LICENSES / REGISTRATION

Successful completion of Incident Command System (ICS) and National Incident Management System (NIMS) courses (such as through FEMA's Emergency Management Institute classroom and/or on-line training programs) and recognized training and/or education in business, urban, military and emergency management planning.

Must be able to obtain and maintain government security clearance.

U.S. Citizens / Green Card Holders only due to government or federal requirement.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic. May be required to wear safety and personal protective equipment.
