GENERAL SUMMARY/ OVERVIEW STATEMENT:

The mission of the Neurological Clinical Research Institute (NCRI) is to accelerate translational research in neurological disorders through initiating and testing novel therapies by custom-designing research protocols, by bringing efficacy strategies and infrastructure to clinical research and implementing observational and interventional clinical trials. To empower the NCRI on its mission, and to capture and manage information from clinical research, the Center for Innovation and Bioinformatics of the NCRI develops, maintains, and deploys software platforms and programs.

Working independently under the general guidance of the Director, Center for Innovation and Bioinformatics, and the Director and Co-Director of the NCRI, the Manager, NCRI Information Technology (IT) is responsible for the development, implementation design, on-going maintenance and support of collaborative platforms and applications for clinical trial research, and management of the systems team working in support of that effort. The Manager will serve as a member of the NCRI Leadership team.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Principle Duties

  • Identifies and evaluates the ways and means for improving systems policies and procedures. Makes recommendations to the NCRI Leadership for improvements
  • Oversees the operational management of the NCRI CRO IT team
  • Works with Systems Manager to oversee and support all CRO-related IT services provided by the NCRI
  • Analyze, prioritize, and keep track of IT-related portfolio of projects and tasks for the CRO core services. Solicits improvement and new features requests from the NCRI personnel and external sponsors
  • Oversees development of training programs for the end-users of the supported systems
  • Serves as a liaison between IT group and the department of Neurology personnel
  • Mentors on utilization of the deployed platforms and applications for clinical research
  • Documents and establishes best practices in systems utilization
  • Represents NCRI CRO IT group at meetings with internal and external sponsors
  • Supports projects developed and deployed by the NCRI CRO IT group for the department
  • Oversees development and implementation of training programs for end-users
  • Oversees system support and tracks user-reported issues for the systems
  • Supports activities of the Director, Center for Innovation and Bioinformatics
  • Accepts responsibilities for special projects as requested.
  • Performs all other duties as assigned.
Human Resources
  • Has full line responsibility and accountability for management of personnel and fiscal resources.
  • Build and maintain ongoing working relationships with staff to facilitate positive staff morale and to support productivity through regular meetings.
  • Responsible for daily supervision of 5-6 NCRI CRO IT staff
      • Oversees day-to-day performance
      • Assign and prioritize workload
      • Ensures adequate staffing to meet NCRI needs
      • Schedule and approve Earned Time
      • Implement corrective actions, as necessary
    • Assess staff competency and complete annual evaluation
    • Monitors staff adherence to regulatory requirements as well as hospital policies and procedures
  • Meets regularly with NCRI CRO IT staff to organize and prioritize work processes
  • Supervises training program of all new hires of the Systems group.


Qualifications
QUALIFICATIONS:
  • BA/BS degree required; with a concentration in computer science, IT or biology preferred.
  • Minimum of 7 years of relevant clinical research experience is required with relevant industry or academic experience preferred.
  • Direct experience in the architecture, development, and support of complex, mission-critical clinical research system platforms
  • Working knowledge of Client-Server development, Systems Integration, Database design, and GUI design and development of related services and support teams.
  • Working knowledge of Electronic Data Capture, Clinical Trials Management systems is a must.
  • Knowledge of PharmaENGINE™ system is a plus.
  • Understanding of trial design and compliance with federal and international regulations is a must. Experience with running complex projects from conception and budgeting to development and deployment is a definite plus.
SKILLS/ ABILITIES/ COMPETENCIES REQUIRED:
  • Excellent organizational skills and ability to lead by example
  • Ability to analyze issues and prioritize tasks is a must for this position
  • Ability to handle multiple projects (multitasking)
  • Ability to create and maintain regulatory documentation
  • Excellent verbal and written communication skills with ability to create and deliver presentations are required.
WORKING CONDITIONS:

Office work. Some travel may be required.

SUPERVISORY RESPONSIBILITY:

5-6 FTEs

FISCAL RESPONSIBILITY:

Responsible for oversight of NCRI CRO IT group personnel budget and resources.
