ESSENTIAL AREA OF RESPONSIBILITY:

All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. The successful candidate will have extensive knowledge of the HR field. Will work on assignments that are difficult, requiring judgment in resolving issues or in making recommendations. This position is located in Fairfax, VA.

GENERAL FUNCTION:

  • Hands-on experience working in a government contracting environment is very important. Must maintain knowledge of industry trends and employment legislation in relation to employment practices in each state where company employees are located and advise corporate management as necessary regarding possible related changes affecting the company.
  • Partner with P E Systems, Inc. division leaders, managers and administrative staff as applicable regarding compliance with company policies and procedures related to Hiring and Onboarding, Performance Evaluations, Benefits, Training of personnel and other HR areas as appropriate.
  • Hiring/Onboarding: Oversee selection and hiring activities to ensure compliance with the CMP and QMS process for Recruiting, Hiring & Selection. As applicable, ensure new hires complete the new hire process through the HRIS and provide new hire orientation. Facilitates New Employee Orientation (NEO) and ensures NEO is accurate and updated in accordance with current PES policies, procedures, benefits, etc. for use by all divisions.
  • Performance Evaluations: Oversee the QMS process for Assessment and Evaluation of Personnel is followed for all performance appraisals company wide. As appropriate receive completed original evaluations from managers and review for accuracy. Ensure that appropriate actions are taken for any ratings of unsatisfactory.
  • Benefits: Review, revise and communicate applicable benefit processes and forms. Manage the evaluation of the benefit plans annually for cost and plan/benefit effectiveness and oversee the open-enrollment process. Ensure that all benefit plans are correctly loaded in the HRIS. Responsible for the accurate and timely reconciliation of all monthly invoices for benefit plans, to include processing, filing and submission for payment.
  • Training: Oversee the QMS process for Training is followed for all applicable employees. Assign new hires compliance training and roll-out annual compliance training for all employees; run periodic status reports and send reminders to employees and managers to complete training. Create and upload annual and new hire training courses into the HRIS and assign to designated personnel. Participate in selection and review of annual training courses for all employees.
  • Employee Relations: Assist with investigations to resolve employee relations matters and coordinate with Sr. HR Manager, VP of HR, COO, CFO and CEO (and other management personnel) as appropriate.
  • Provide input related to HR processes for process improvement and/or corrections to include: design, review, revision and communication of applicable QMS policies and forms accordingly. Ensure department recordkeeping related to such changes are maintained.
  • Serve as HR Department Representative/liaison during annual internal and external audits. Responsible for ensuring that periodic departmental audits of personnel files, position tracking files, training records, performance reviews, etc. are completed prior to internal and external audits and that all are in compliance with QMS processes.
  • Manage the E-Verification process and provide staff direction re: the maintenance of I-9 forms/records for all current and terminated employees. Conduct periodic audits of I-9 records and direct appropriate staff to conduct periodic audits.
  • Performs accurate and timely processing on a daily basis in the company HRIS (ADP WFN) to include, but not limited to: onboarding events, offer letters, background screening, compensation events, performance evaluations, new hire approvals, termination events, leave of absences, etc.
  • Provide first tier level of support to:
  • All employees at all locations: answer employee HR related questions, seek guidance and approval as required, inform and coordinate with authorized personnel, and provide appropriate guidance to employees in alignment with PES policies and procedures.
  • Vendors, brokers, carriers, etc. in support of Company requests and requirements, and provide appropriate guidance to such organizations in alignment with PES policies and procedures.
  • Provides quality assurance (QA) checks on HR actions/taskings as assigned, including HRIS events initiated by others, to ensure accurate and timely processing is completed.
  • Manage and maintain the Exit Interview Database/Records and ensure quarterly reports are accurate and distributed to Corporate and divisional staff as appropriate.
  • Produce year-end turnover reports and provide analytic report for each division in relation to termination reasons.
  • Performs a variety of general administrative HR tasks in such areas as employee records, benefits, education/training, hiring, onboarding, compensation, etc. - tasks to include filing, scanning, scheduling meetings, etc.
  • Assist with form 5500 preparation/signature as appropriate for benefit plans, including the FSA and 401k Plan.
  • Oversee the organization and maintenance of personnel files (paper and electronic) and other business records as applicable (OSHA, FMLA, Disability records, etc.) - including scanning, encryption and destruction - to ensure compliance with company policies, Federal and state laws and regulations (i.e. privacy laws and the encryption of data, etc.
  • Collects and compiles sensitive and confidential Company and employee personal information, maintaining strict confidentiality and protection of such data, and prepares applicable reports when needed.
  • In accordance with PES procedures, furnishes information to authorized persons and/or agencies (i.e. OSHA reports, Federal, State and local government information requests, etc.).
  • Distributes information to all levels of employees regarding PES policies and procedures, benefits, performance management, training requirements, etc. as needed.
  • Generates standard and simple ad hoc reports from the HRIS and other related systems (Exit Interview Database, etc.) as needed.
  • Prepares correspondence for signature, such as employment offer letters, benefit renewal agreements, Security Policy and Privacy statements w/BAA's, etc.
  • Must be highly motivated and possess excellent organizational skills - with a high level of attention to detail.
  • Must demonstrate excellent verbal and written communication skills, as well as the ability to prioritize and handle multiple tasks at once.
  • Establish and maintain effective professional working relationships with employees, customers and vendors.
  • Follow all Company policies, processes and procedures as described in company manuals and directives.
  • Attend work each day during scheduled work hours, working flexible hours as needed, depending on work requirements.
  • Perform occasional travel to Company, contractor and customer sites, as required (see WORKING CONDITIONS below) for recruiting related activities.
  • Carry out other duties as may be assigned or requested.
WORKING CONDITIONS
  • Travel requirements: Occasional travel (approx. 5%) to Company, contractor and customer sites.
  • Work is performed indoors with some potential risks to safety and health hazards related to electronics.

QUALIFICATIONS:

Education/Certifications/Experience/Skills:
  • Bachelor's degree (or equivalent related experience) with 2 to 4 years of related experience in a DoD government contracting industry/environment.
  • Must be proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint), as well as standard applicant tracking systems and HRIS (currently ADP Workforce Now).
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver's license and proof of insurance.
  • PHR, SPHR, SHRM-SCP, or SHRM-CP is desired.

Physical Skills And Abilities:
  • May require lifting up to 25 pounds.
  • Requires visual acuity to use a keyboard.
