Job Description Summary / TWC Summary:

Under general supervision is responsible for facilitation of the University's "Good Faith Effort" criteria, meeting HUB goals, and HUB performance reporting, as specified by the Board of regents, State of Texas, and Senior Executives. Formulates, negotiates, establishes and administers complex, integrated, high-value contractual arrangements for a range of products and/or services for the University using state guidelines.

Essential Duties Summary:

  • Facilitates compliance with the University's "Good Faith Effort" criteria to meet HUB goals as specified by the Board of regents, State of Texas, and Senior Executives. Develops HUB plans and goals. Participates in establishing HUB rules for the university to assure compliance with applicable State and System rules and regulations.
  • Assists in guiding the formulation and interpretation of HUB policies and procedures for the university. Develops and implements techniques for evaluating program activities. Identifies revisions for the program.
  • Analyzes all monthly HUB Reports to include the Purchasing card (P-card) report, Non-Treasury Report and Subcontractor Reports. These are used for the Semi- Annual and Annual HUB Report, in addition to the Legislative Appropriations Report.
  • Guides the formulations and interpretation of HUB policies and procedures for the university. Generates and maintains required HUB documentation for the TEXAS Procurement and Support Services and University compliance.
  • Monitors contract administration for complete HUB compliance and documentation. Track, record, audit and report HUB subcontracting payments, compliance, and progress. Organizes vendor product shows for the benefit of using HUB vendors for university procurement as well as expanding the faculty and staff product knowledge.
  • Reviews all bids for HUB Subcontracting Plan compliance for the payment approval process. Coordinate this information with the University Project Manager, General Contractor, Subcontractors, architect/engineers, and State Comptroller's Office.
  • Plans and directs the marketing and outreach efforts for HUB participation. Represents Texas Southern University by attending Equal Opportunity Forums and other State and System HUB events to improve vendor relations.
  • Assists HUB vendor with State Certification process, application to the centralized Master Bidders List (CMBL) and trains HUB vendors in the university bid process and other state opportunities. Analyzes requirements for difficult and complex contracts and recommends to management the appropriate method of procurement (sealed bid or negotiations); reviews and edits specifications received from City departments; writes Invitations to Bid (ITB), Requests for Proposals (RFP) or Requests for Qualifications (RFQ); forwards solicitation packages to prospective bidders; serves as the point of contact for bid and contract inquiries; and issues amendments to solicitations.
  • Researches and evaluates vendors to determine their ability to provide goods and services and to determine the availability of quality materials and equipment to ensure products and services meet specifications and standards.
  • Conducts public pre-bid/proposal/quote conferences and serves as facilitator for evaluation meetings; performs detailed analysis of bids/proposals to determine responsiveness to the solicitation; evaluates bidder responsibility based on financial stability and previous contract performance.
  • Conducts pre-award survey and price analysis by comparing bids with historical pricing information, independent estimates, and other factors; recommends award of contract to the responsive and responsible bidder, including any necessary justification for not recommending the lowest bid in some cases; and performs post-award evaluations.
  • Provides independent liaison and coordination between departments and vendors to ensure compliance, with contract specifications and resolution of problems and payment issues, arbitrates claims or complaints occurring in performance of contracts.
  • Researches and stays current on industry standards, types, features and quality of products, suppliers and other information by reviewing catalogs, technical and industrial publications and other resources.
  • Monitors Inter-local Agreements and Cooperative Purchasing Agreements with other public entities for goods and services. Conducts public bid opening and teaches purchasing policies and procedures classes in the absence of the Purchasing Manager and Purchasing Supervisor.

Education:

Bachelor's degree in business administration or a related field.

Required Licensing/Certification:

CPPB, CPPO or CPM.

  • Five (5) years of experience working with a state agency HUB program.
  • Five (5) years of developing program guidelines, policies, and procedures.
  • Experience working as a liaison for the vendor community.

Working/Environmental Conditions:

  • Routine office environment.
  • Sitting or standing in one location much of the time.
  • Some stooping, lifting or carrying objects light weight may be required.
  • Use of video display terminal.
