GENERAL SUMMARY AND PURPOSE:

Health Informatics (HI) is the specialty that integrates health care science, computer science, and information science to manage and communicate data, information, knowledge and wisdom in clinical practice across the care continuum. Health informatics facilitates the integration of data, information, knowledge and wisdom to support patients and the health care team, in their decision-making in all roles and settings. This support is accomplished with information structures, information processes, and information technology.

The goal of informatics is to improve the health of populations, communities, families, and individuals by optimizing information management and communication. These activities include the design and use of informatics solutions and technology to support all areas of health care delivery, including, but not limited to, the direct provision of care, establishing effective administrative systems, managing and delivering education experiences, enhancing lifelong learning, and supporting health care research.

SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE:

Bachelor's Degree in Nursing required or equivalent combination of education and experience. Master's Degree in Health Informatics or related discipline preferred. Licensed in the State of Idaho or the State of Oregon as a Registered Nurse as defined by the State Board of Nursing in the state of assignment. Must possess a comprehensive knowledge of Health Informatics, a minimum of seven (7) years of experience in Health Informatics or related role and experience with clinical information systems and health information technology. Certification from a national informatics certifying body preferred.

ESSENTIAL FUNCTIONS:

Meets Health System's Guiding Behaviors and Caring Standards including interpersonal communication and professional conduct expectations. Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care through the application of health informatics principles. The Health Informatics Specialist III is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level across the care continuum or at the regional level. The Health Informatics Specialist III:

Leads, manages and organizes health informatics project and/or programs that impacts care delivery to assure continuity, accountability and adoption for clinical practice.

Serves as an active member of the health informatics team. Promotes teamwork by keeping others informed, participating effectively in group decision making, working to accomplish team objectives and projects, and by soliciting feedback about one's effectiveness as a team member.

Uses of advanced health informatics knowledge/judgment to promote colleague involvement in planning, decision-making, and evaluating outcomes.

Functions as an expert in health informatics practice and/or areas related to the assigned roles and responsibilities.

Systematically evaluates current practice and formulating outcomes for groups of patients and/or organizational processes within an area of expertise.

Guides, mentors and provides supports to colleagues. Provides guidance and direction to level I and II Health Informatics Specialists.

Uses professional standards of care, scientific evidence, and practice to evaluate health care programs, as it relates to health information technology.

Leads education, training, and support efforts of health information technology tools.

Consults and advises on workflow impact of applications and devices for clinical and business processes.

Demonstrates proficient clinical practice skills, problem-solving skills, and decision-making skills in support of transformational initiatives for health informatics.

Collaborates with stakeholders to ensure efficient, effective communication and coordination of health informatics activities to promote accountability for the region.

Develops and /or facilitates educational activities related to clinical software applications as appropriate.

Influences care outcomes by providing consultation and guidance to colleagues within the region and by implementing improvements and optimizing in health information technology.

Functions as an internal health informatics consultant in evaluating programs, resources, and services.

Participates in implementation of clinical information and health information technology.

Understands clinical information and management system requirements and integration into the development of health information technology systems as applicable.

Prepares health information technology system evaluations for selection and use.

Monitors outcome and evaluates user adoption of current and newly implemented health information technology and functionality.

Leads/facilitates/attends focus groups and meetings as needed to strategize workflow issues.

Applies knowledge, data, information and workflow in the development of evidence-based models for health information technology solutions.

Applies appropriate methods of identifying information, business and technical requirements to meet user complex and unique health information and technology needs.

Integrates decision support, clinical pathways and best practices into health information technology/eHealth systems, to enhance the delivery of care and workflows through the application of informatics processes.

Establishes processes and mechanisms that obtain and respond to clinician feedback.

Illustrates the impact of personal health records, patient-supplied data, patient portals and other patient-enabling technologies on the delivery of clinical care.

Integrates quality improvement and safety enhancing methodologies and tools in order to improve workflow processes, changes in health information technology, regulations, standards and evidence in a healthcare setting.

Manages comprehensive programs of knowledge maintenance - including the leading, designing, building, and refining clinical decision support (CDS).

Performs other duties as needed and assigned by the Manager, Regional Director or Regional Medical Director, Health Informatics. Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Trinity Health's Organizational Integrity Program, Standards of Conduct, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical, and professional behavior.

Possesses an advanced understanding of clinical treatment modalities, organization and administration of Trinity Health delivery systems, educational principles, clinical information systems, accreditation and regulatory standards, and program development.

Demonstrated knowledge and application of change management principles, specifically as a Project Lead. Strong organizational skills with flexibility and ability to prioritize. Demonstrated knowledge and application of project management principles. Ability to gather and present information to support project management and related documentation. Excellent ability to collaborate across departments and disciplines.

Ability to interact professionally with internal/external staff, consultants and vendors. Ability to work independently and autonomously. Ability to perform critical analysis and evaluation of health IT and recommends revision of clinical systems, processes, and workflow to ensure achievement of positive patient outcomes. Must be comfortable operating in a collaborative, shared leadership environment. Excellent ability to collaborate across departments and disciplines.
