Description
Under general supervision, coordinate the Assessing Wastewater Infrastructure Needs program, applications, loan documents, and other program information for the Clean Water and Drinking Water State Revolving Loan Fund (SRF). This includes evaluation, review, and approval of financial documents, bids, and construction progress through on-site inspections. Coordinate and attend preconstruction meetings, public meetings, and city council / board meetings to provide information and promote the SRF programs. Provide outreach to communities, public, and other local, state, and federal agencies on the Assessing Wastewater Infrastructure Needs program and the State Revolving Fund program. Manage the administration of the Loan and Grant Tracking System software and maintain project electronic and paper files. Insure consistency with all Federal requirements, State Statutes, and Regulations. Provide coordination with other programs within the agency such as 319 programs, NPDES, and others. Provide assistance for developing amortization schedules, processing reimbursements, modeling cash flow, and user rate calculations.
Examples of Work
Assessing Wastewater Infrastructure Needs (AWIN) - maintain and further develop AWIN program to ensure accurate information is being utilized in determining municipality assistance; calculate municipalities sustainability risk; and adjust program to maintain the most current state and federal requirements. Manage State Revolving Fund Loan Applications, Grant Offers, and Execution of Loan Contracts - Manage grants and contracts to ensure conditions and obligations are met; calculate payments; approve eligible costs; review financial capability statements with project engineer; prepare amortizations schedules and interest rate calculations; prepare loan contract and attachments; review and input information into Loan and Grant Tracking System from bid tabulation and contractor's certification; follow-up on all loan requirements; assist Federal Aid Administrator on processing project reimbursements; perform interim and final inspections and document with inspection reports; draft statute and state regulations pertaining to the new Clean Water State Revolving Fund and Drinking Water State Revolving Fund federal regulations; and implement current and future changes from these regulations. Administer Loan and Grant Tracking System (LGTS). Enter all pertinent project data and provide program administrative assistance for new software. Use expertise with Access and be able to make in house modifications. Public Outreach - provide information to all interested parties; promote the Assessing Wastewater Infrastructure Needs program, and the State Revolving Fund program; attend conferences presenting program information; and develop educational and informational materials. Work with other parts of the division to facilitate grants / loans for other projects: watersheds, storm water, on-sites, combine with 319 funds etc... Understand and be able to communicate to the public on all financial grant, loan opportunities in the water division. Work with Section Supervisor to evaluate and document impacts of rates, investments, policies, and procedures within SRF.
Qualifications / Requirements
REQUIREMENTS: Bachelor's Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering or a related field. Experience may substitute for education or a year-for-year basis. NOTE: Experience may be substituted for education on a year for year basis.

PREFERRED: Experience with sciences related to the environment; Knowledge and work experience of the State Revolving Fund, Grant or Loan processing, construction bid package review, municipal operations and resource planning; Knowledge or experience in writing or interpreting federal, state, or local laws /regulations; Experience with presentations; Experience working with the public.

OTHER: Valid driver's license or the ability to provide independent transportation; Minimum travel; ability to lift 25 pounds; able to climb, bend, stoop; able to work in outdoor temperature extremes; Able to walk on muddy, icy, uneven terrains and steep slopes to accomplish tasks; regular and reliable attendance required.
Knowledge, Skills and Abilities
Knowledge of: the principles of accounting, finances; biological, physical and chemical sciences; economics and analytical methods; word processing, spreadsheet and database, (particularly in Excel and Access) management computer software.

Skills: communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening to and understanding others; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations.

Ability to: learn and apply local, State and federal environmental laws, regulations and standards; learn, apply and uphold agency policies and procedures; establish and maintain effective working relationships with public and private officials and with the general public; read and interpret regulations, accounting principles, and loan documents, organize analyze and interpret data to draw conclusions and write reports; write and prepare technical papers and reports; use computers and other tools for data storage.
