The United States Agency for International Development (USAID) has contracted through ZemiTek and partnered with CAMRIS International, LLC, to recruit and hire qualified individuals for the following position:

Title: Education Program and Youth Officer with the United States Agency for International Development/Bureau of Africa/Office of Sustainability and Development (SD)/Education and Youth Division

Background :

The Africa Bureau's Office of Sustainable Development (AFR/SD) provides strategic guidance and intellectual leadership to the Africa Bureau, conducts economic, social and political analyses critical to the development of AFR policies, strategies, budgets and activities, and supports, coordinates, and facilitates technical and budgetary priorities and personnel considerations for the field. AFR/SD's Education and Youth Division works across multiple sectors related to education, including early childhood development, primary school, youth development, higher education, and leadership development. The Division directly manages activities that support capacity development of African regional institutions and that provide analysis and data to assess regional needs, identify trends, and inform project designs. The Education and Youth Division works in close collaboration with other USAID Bureaus, including the Bureau for Development, Democracy and Innovation, to integrate programs and coordinate strategic and technical support to staff and programs in USAID Missions in Africa.

The Program and Youth Officer (PYO) will provide the AFR/SD Education and Youth Division with essential support related to:

  1. Strategic Analysis related to both finance and budget trends for USAID Missions as well as regional education issues;
  2. Portfolio and Operational Planning and Reporting including managing budgets, reporting, and program planning;
  3. Mission focused support on program issues;
  4. Expertise on youth and youth programming, to include support for Mission efforts to prioritize and integrate youth activities and programs in Education programs and other sectors as appropriate;
  5. Serve as the Division's advisor, liaison and principal point of contact with Agency counterparts working on youth initiatives.


The PYO will report to the Chief of the AFR/SD Education and Youth Division, and will work in close collaboration with program, budget, technical, and policy staff within AFR and across the Agency in addition to other Divisions within AFR seeking to advance youth programming.

Responsibilities

Roles and Responsibilities :

Knowledge Management and Strategic Analysis (35%)
  • Review and analyze annual and periodic budget and finance data as relevant to the Agency and the Operating Unit's budget and programming.
  • Review and analyze regional data and trends on youth development, and lead Division staff in applying to education programming as appropriate.
  • Track, update, and provide oversight for basic education activities managed by the Division.
  • Advise Division COR/AORs and Activity Managers on monitoring and evaluation best practices and procedures in their support of Mission design and implementation of activities and programs.
  • Support Division responses to taskers and other information requests to ensure that accurate and up-to-date budget and analytical information are included.
  • Strategize and draft a youth engagement plan for AFR, including identification of key sectors for engagement, immediate, mid- and long-term objectives for increasing youth programs and activities, and how Education can advance those objectives.
  • Other related duties as assigned.

Portfolio and Operational Planning and Reporting (25%)
  • Advise the Division in budget formulation and execution, including programmatic, staffing and administrative components. This includes close collaboration across bureaus for budget planning, as well as with AFR financial management staff for budget execution.
  • Advise the Division staff in Agency-wide budget formulation exercises, advising on Africa Regional and Mission-specific budget requests and related dialogues.
  • Advise the Division on current and planned Foreign Assistance Standard and Custom indicators, and assist staff in identifying and using appropriate indicators for projects and activities.
  • Advise Division COR/AORs and Activity Managers on key budget analytics including project accruals and expenditure trends.
  • Liaise with USAID's Office of Acquisition and Assistance on program planning milestones and deliverables, in consultation with COR/AORs and Activity Managers.
  • Help manage the Division's evaluation agenda within the larger AFR/SD agenda.
  • Engage in Bureau activities that enhance the work environment such as supporting diversity, equity, inclusion and accessibility (DEIA) principles; anti-racism; and other guiding principles that improve team and Division inclusivity, diverse ideas, collaboration, and coherence.
  • Other related duties as assigned.

Mission-focused Support (40%)
  • Serve as the Africa Bureau point-of-contact for regional programmatic and budgetary questions. In coordination with the Education Division backstops, participate in routine phone calls with Mission education teams at least monthly, as part of the Washington country team system, to stay abreast of Mission issues and needs and respond accordingly. Appropriately advocate for assigned Mission resources (funding and personnel) at broader Washington meetings.
  • Serve as the liaison with the broader Agency efforts on youth, including Global LEAD and a new youth engagement strategy, while building and maintaining expertise on youth issues relevant to AFR;
  • Provide advisory, design, and implementation support on youth programming to Mission counterparts.
  • Partner with the Young Africa Leaders Initiative, Prosper Africa, Power Africa, and other initiatives to advance youth engagement, partnership, and workforce training and development.
  • Other related duties as assigned.


Qualifications

Qualifications :
  • Bachelors degree with 6 years of professional experience. Masters degree preferred.
  • Knowledge of Africa and international development efforts within sub-Saharan Africa including specific sectors of interest to AFR/SD, e.g. health, education, conflict, democracy and governance, economic growth, infrastructure, agriculture and environment.
  • Knowledge and experience with designing and implementing youth programs and activities.
  • Mastery of program and organizational analysis principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices. Skill to apply this mastery in developing new methods and approaches in planning, integrating, and evaluating programs for the Agency.
  • Knowledge and skill to help advise other specialists in and outside the Agency, as well as top managers and decision-makers, on issues of developing, communicating, or enhancing program and youth matters involving interaction with all of the Agency's publics.
  • Ability to plan, schedule, and carry out major projects concerned with the analysis and evaluation of programs or organizational effectiveness.
  • Knowledge of best practices regarding dissemination of key findings.
  • Familiarity with think tanks, research institutions and other institutions focused on sub-Saharan Africa (both in Washington, DC and on the continent)
  • Ability to work in a large bureaucracy and to work well in teams.
  • Must be a U.S Citizen and have the ability to obtain and maintain a Secret security clearance.
