General Overview

The Director will directly support a system-wide strategic initiative, United Against Racism, objective to establish and communicate a bold, focused Mass General Brigham antiracist policy position that will be used as a lens for all policy decision making. The Director is responsible for guiding the design of and implementing this strategy. Scope of work will be varied, though narrow to the areas of greatest impact in dismantling deepest-rooted structural racism and addressing inequities. This may include topics such as: food insecurity, access to broadband service, mental health, and issues related to racial justice. Further, scope may vary from efforts at the federal level (e.g. Health and Human Services) to local (e.g. MassHealth, the Office of the Attorney General). An integral part of this role is to foster strong relationships and advocacy with key leadership and staff of state and federal executive agencies and regulatory bodies, as required. In addition, an important part of this role is ensuring strong coordination and collaboration across internal departments, MGB member hospitals, and stakeholders.

Principal Duties and Responsibilities

• In concert with the Vice President for Government Affairs and other senior leadership, this individual will formulate and execute an antiracist public policy agenda on behalf of Mass General Brigham.
• The Director will work closely within Mass General Brigham and with community leaders to understand key barriers impacting Mass General Brigham's patients and communities. The Director will translate these barriers into an actionable policy agenda, which may include:
o Selectively engaging in call to actions from organization Mass General Brigham trusts (e.g. COBTH, AAMC, MHA, MPHA, etc.) by quickly garnering internal input and weighing in on aligned efforts
o Leveraging our community and patient quantitative and qualitative data to develop areas of focus and outcomes, strategies for advancing these outcomes as an organization or alongside a coalition of other organizations
• The Director will create efficient workflows for advancing policy within Mass General Brigham:
o Develop consensus within system on policy position
o Develop process for efficiently vetting positions with Mass General Brigham leadership
o Drive process to analyze the "cost" of a policy position and development of recommendation to MGB leadership
o Guide internal teams in analysis of the impact of policy on equity ("who's helped v.s. who's harmed")
• Develop new relationships with organizations championing racial justice and health equity
• Provide counsel, training and interpretation of policy or issues to company personnel, as applicable
• Prepare senior executives to participate in public hearings and events, as applicable
• Ability to travel up to 25%

Qualifications
Qualifications

• Masters degree preferred.

• 8+ years of experience directing policy strategies in the health care arena, with 5 years of leadership and management experience.

• Experience directing and overseeing this function, within other organizations in the health care, public health realm, is desired. Preferred candidates will have experience across a number of landscapes - including local, state and federal levels.

Skills, Abilities and Competencies

• Strong understanding of policy relating to the social determinants of health at the state and national level.
• The ability to synthesize qualitative and quantitative information from various sources. Strong familiarity with interpreting public health data.
• Excellent oral and written communications skills as well as the ability to build cross-functional relationships and work collaboratively with other groups.

• The ability to demonstrate a firm commitment to achieving corporate objectives while maintaining the highest ethical, regulatory and scientific standards.

• The ability to be entrepreneurial, innovative, energetic, hands-on, team oriented, and customer focused, with the ability to think strategically as well as execute project details.

• Standard business environment with frequent local travel between Mass General Brigham sites
