SUMMARY

The COVID-19 Data Innovation Coordinator focuses on providing high level expertise in identifying biological problems, generating hypotheses to predict future implications and development of new data management, storage and retrieval techniques. This position is responsible for establishing workflow processes to improve reporting of COVID-19, implementing COVID-19 message mapping guides (MMG) to facilitate high-level data transmission, ability to modify existing visualization and representation tools for analyses and participate in performance method validation and oversee selection of advanced statistical methods. Position is 100% remote and located in the Epidemiology and Scientific Support Bureau at the Montana Department of Public Health and Human Services (MTDPHHS).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Demonstrates ability to define biological problems to be addressed by computer science techniques and develop the appropriate approach.

Development of new algorithms and statistics with which to assess relationships among members of large data sets.

Understands needs related to computing power, bandwidth, software for analysis and sequencing data.

Formulates results of analyses, including information in the form of graphs, charts and tables.

Maintains awareness of trends, innovations and emergent technologies that may impact bioinformatics and can improve the sustainability or efficiency of data management systems.

Facilitates knowledge sharing with stakeholders and conducts training for new bioinformatics team members.

Strategic planning, organization, management, organization, utilization, optimization of existing and future bioinformatics resources, skills, and needs.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Master's degree in Informatics, Biology, Microbiology, Virology, Computer Science, Computational Biology, Statistics or related degree with a minimal of five (5) years' of practical experience. Master's degree desired. Experience and high comfort level with NEDSS Base System (NBS) communicable disease surveillance systems, SARA Alert, and ESSENCE. Experience with leading data management and data quality projects, biological concepts and data analysis and familiarity with programming languages or statistic programming. Ability to multi-task with excellent communication skills.

CERTIFICATES, LICENSES, REGRISTRATION

Must be able to obtain government security clearance

U.S. Citizens/Green Card only due to government or federal requirements

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Experience in designing and contributing to scientific projects in virology or microbiology, preferably infectious diseases.

Experience with improving timeliness of case reporting, establishing efficient and innovative data processing routines and improving quality and completeness of data.

Knowledge of informatics related to establishing workflows and standard operating procedures for data modernization initiatives.

Experience in scientific and technical writing as well as data presentation and publication in scientific journals is a plus.

Experience working with large data sets, MMG's for high-level case reporting and data transmission to CDC.

Laboratory experience or knowledge of pathogen laboratory techniques including sequencing and immunological assays.

LANGUAGE SKILLS

Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Exposed to general office noise with computers printers and light traffic.
