SUMMARY

The Office of Communications (NE-23) is responsible for the communications and engagement functions of the Office of Nuclear Energy (NE) within the Department of Energy (DOE). NE-23 oversees NE communications plans and strategies; manages NE digital communications and social media; provides messaging and brand guidance; works to advance environmental and energy justice; and supports a cohesive approach to community, Tribal, and stakeholder engagement.

In support of this mission, NE-23 requires a Communications Specialist to support communications needs related to the spent nuclear fuel and programs within the Office of Spent Fuel and Waste Disposition (NE-8).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

The Communications Specialist supports communications needs related to the management of spent nuclear fuel and works closely with the Communications Program Lead for the Office of Spent Fuel and Waste Disposition (NE-8), other members of the NE-23 team, SMEs, and federal managers in NE-8.

Ability to support public affairs efforts, review program messages and materials and ensuring all messaging is consistent with the goals of the organization.

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals.

Provide ideas about content for education and outreach in order to inform the public about nuclear energy.

Assist with designing, collecting and analyzing market research, including reviewing and summarizing relevant market research.

Provide analysis: collecting and analyzing demographic data, gathering community, stakeholder, and outreach points of contact, and selecting and making recommendations on other viable information to ensure messages reach targeted audiences.

Develops web content.

Develops milestone stories or articles.

Contributes to communications plans.

Develops responses to media or stakeholder inquiries.

Supports virtual or in-person stakeholder events.

Supports speaking events for leadership and develop presentations.

Maintains talking points.

Performs other tasks to support communications and engagement functions as needed.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree in Communications, Marketing, Business or a related field of study and a minimum of five (5) years' relevant experience, or equivalent combination of education/experience.

CERTIFICATES/LICENSES/REGISTRATION

JOB SPECIFIC KNOWLEDGE/SKILLS/ABILITIES

Project leadership experience.

Experience with image-building processes.

Experienced in communication/coordination with Congressional member and/or staffers preferred.

Excellent technical writing and editing skills.

Working knowledge of MS Office Suite.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
