  • The Dept. of Legal and Administrative Services is seeking a City Clerk to maintain official city records, administer city/state-regulated licenses, coordinate and administer elections held within the city, and perform all other duties prescribed according to Wisconsin statutes. The work is performed under the direction of the City Attorney.

    Duties:

    • Coordinates and administers activities for elections held in the City.
    • Trains the Deputy Clerk and DOLAS department employees to oversee counter work.
    • Acts as Common Council recording secretary.
    • Oversees Municipal Code recodification, tracking ordinances for inclusion in municipal code updates and reviews invoicing.
    • Maintains official city records.
    • Administers issuance of city/state-regulated licenses and permits and fulfills the statutory requirement to file with the State of Wisconsin.
    • Assists in the preparation and monitoring of Clerks, Elections, Board of Review and Council portions of budget.

    Requirements:
    • Minimum of an Associate's degree
    • Three to five years City Clerk or related municipal office administration experience preferred.
    • Must possess at the time of employment and continuously throughout employment, a valid Wisconsin Driver's License.
    • International Institute of Municipal Clerks Certification (CMC), Wisconsin Municipal Clerk Association Certification (WCMC) and Statewide Voter Registration System (SVRS) certification preferred. The selected applicant will be required to receive the above certifications within a timeframe established between the applicant and the City.
    • Wisconsin notary Public preferred or willing to become a Notary within one-year of appointment.

    The Ideal Candidate:
    • The successful candidate will exemplify accountability, transparency, and commitment to work with Council, staff and the community to achieve the mission of the City. They must have the ability to foster productive working relationships with all City Council members and City staff. Maintaining a culture of continuous improvement of processes including the area of customer service and community engagement is critical.
    • The City Clerk will understand the organization and functions of municipalities and the principles and practices of public administration and understand relevant federal, state and local laws, codes and regulations, and election and council support functions. It's imperative to understand the City Clerk will adhere to best practices related to record retention management and technologies pertinent to the Office. The City Clerk must comply with laws and regulations relating to the work performed by the Office of the City Clerk.
    • Ideal candidates must demonstrate strong leadership characteristics and must be confident, positive, creative, engaging, approachable, and have the ability to act as a coach and mentor to assigned staff and other City employees. Other desired characteristics include having a collaborative style, being detailed oriented and organized, innovative with the ability to foster a generation of new ideas and initiatives and possessing strong communication skills with the ability to present clear and concise messages and presentation.

    Hours:
    37.5 hours per week. Attends all Council meetings and occasional other evening meetings. This is an exempt position.


    Pay:

    Salary range is $63,220 - $90,802. Starting salary is negotiable up to the grade midpoint of $76,619 based on previous experience.

    Medical Coverage

    The City of Neenah offers eligible employees a choice of PPO broad coverage health insurance plans. Each specific health plan has a health reimbursement account (HRA). These plans are available for single or family coverage.
    The City also offers a health insurance opt-out program for those employees who have health insurance through another source.

    Dental Coverage

    Eligible employees may choose either single or family coverage.

    Life Insurance

    The City provides basic life insurance in the amount of one times an employee's annual salary at no cost to the employee to all eligible employees (any employee who is WRS eligible).
    Employees have the option to elect Supplemental, additional, and Spouse/Dependent coverage at their own cost. Rates of these coverages are determined by age and salary.

    Time Away from Work

    The City of Neenah offers several paid time off benefits that include: vacation, holidays, floating holidays, sick leave, funeral leave and jury duty leave.

    Wisconsin Retirement System

    The City of Neenah participates in the Wisconsin Retirement System. All eligible employees are automatically enrolled into the Wisconsin Retirement System (WRS). The City of Neenah pays the employer portion and each eligible employee is responsible for the employee portion.

    Flexible Spending Account Plan

    Eligible employees may elect to participate in a flexible spending account (FSA) plan. The FSA plan allows employees to have payroll deducted pre-tax and kept in an account that the employee may use for certain medical, dental, or vision costs not covered by insurance, or for dependent care, or for independent health premiums.

    Employee Assistance Program

    The City of Neenah has an Employee Assistance Program (EAP). This service is offered at no cost to its employees and their immediate family members to help deal with life's stresses.EAP consists of caring individuals who are certified counselors. They can also help by referring the employee to another resource if assistance is needed beyond the EAP.

    Deferred Compensation

    Deferred Compensation allows employees to set aside pre-tax earnings toward retirement. The amount deferred reduces year-end state and federal income tax base. All the earnings will accrue tax-free until such time as the assets are withdrawn, generally at retirement, termination, or other special circumstances.There is also an after-tax 457 Roth contribution option. The City does not contribute to these plans.

    Employee Health Clinic

    City of Neenah employees who are eligible to participate in the City's health insurance program, and their eligible family members (spouses and children between the ages of 2 and 26) may use the Neenah Employee Health clinic. Employees who are enrolled in a City health plan may use the health clinic free of charge. Employees and their dependents who are eligible for City insurance but participate in the opt-out program, as well as retirees and their dependents who are maintaining City insurance, will be responsible for a $40 co-pay to use the clinic.
