Scope of Work:

  1. Will provide support using business analysis, data analytics, artificial intelligence, and machine learning to foster data-driven leadership
  2. Will help to establish and deploy privacy-focused data interoperability across state government
  3. Will help establish and maintain an enterprise data catalog through coordination and support efforts with state agencies
  4. Will help to identify and deploy automation as a service throughout state government
  5. Will collaborates with business users, analysts and management
  6. Will determine the effectiveness of data management practices and create processes and strategies for data management improvement aligned with state business objectives
  7. Will support the collection of actionable data through the design and development of resources such as surveys, questionnaires, and other electronic mediums.
  8. Will conduct review, translate, extract, and transform data into required, presentation-ready reports, and dashboards
  9. Will identify, communicate, and remediate issues and risks in a timely manner to management
  10. Will ensure progress for activities are defined, tracked, and updated on a consistent and repeatable basis

 

Preferred Consultant Knowledge, Skills and Abilities:

  1. Knowledge of data management principals and best practices as well as data collection and analysis.
  2. Knowledge of business intelligence software and application of such software. Software includes, but not limited to Qlik, Power BI, Tableau, and Alteryx.
  3. Ability to understand data analysis and machine learning statistics, languages, algorithms and applications.
  4. Ability to assess data management maturity and create improvement plans to ensure required data quality in support of business objectives.
  5. Ability to identify and define user task needs.
  6. Ability to collect, evaluate and analyze data.
  7. Ability to understand and apply laws, rules, regulations, policies and procedures.
  8. Ability to work independently and in a group.
  9. Ability to understand and apply Federal, State, or Commission rules, regulations, policies and procedures relating to data management including but not limited to data security and data compliance (GDPR, HIPAA, FERPA, etc.).
  10. Ability to plan, organize, coordinate and ensure timely completion of work assignments.
  11. Ability to communicate effectively verbally and in writing.
  12. Ability to establish and maintain effective working relationships with others.
  13. Proven ability to work ethically and with integrity.
  14. Experience reading and developing assets written in SQL, NoSQL, Java, HTML, C, R or Python.
  15. Data Management and Analytics experience.
  16. Process automation experience.
