SUMMARY
The Business Analyst II will provide planning and system enhancement business analysis on a large and complex data and health system modernization initiative for our client, the Centers for Disease Control and Prevention (CDC). The successful candidate will play a significant role in providing increased real-time public health decision-making and world-class data and analytical capabilities for the public health workforce. The Business Analyst II provides planning support and translating business needs into product requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Collects, analyzes, synthesizes and documents client business needs.
Conducts requirements gathering sessions with client stakeholders using interviews, document analysis, business process descriptions, use cases, scenarios and workflow analysis.
Participates in the creation and review of new solutions with solution architects, functional leads and the development team.
Establishes the scope and criteria for testing and works closely with the development team during execution.
Participates in the creation or redesign of reports and communications supporting processes and procedures.
Develops product presentations, guided user training and demonstrations, webinars, manuals, workflows and other communications.
Translates requirements into technical specifications; formulates and defines systems scope and objective.
Identifies gaps in processes, opportunities for improvements, and automation.
Supports the development, review, analysis, and documentation of new and enhanced system documents including SOPs, templates, plans, manuals, workflows and other guidance documentation.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
EDUCATION/EXPERIENCE
Bachelor's degree and a minimum of ten (10) years' relevant experience conducting business analysis for large-scale public health IT initiatives.
Experience with the HHS Enterprise Performance Life Cycle (EPLC) framework a plus.
Demonstrated experience using Agile processes required.

Experience working directly with client users to elicit and document complete, accurate and testable requirements

Demonstrated business architecture, strategic planning and project management skills and success

CERTIFICATES, LICENSES, REGISTRATION
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
LANGUAGE SKILLS
Ability to read, analyze and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
