SUMMARY

In support of the U. S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO), the Budget Analyst provides budgetary analysis and technical assistance related to the preparation, administration, maintenance, review and control of the OCIO budget

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Researches, compiles, consolidates, summarizes and formats budgetary data from source documents, historical data, projected trends and salary schedules. Supports all functional areas assigned to the OCIO.

Performs financial planning, and formulates / executes / monitors budgets.

Conducts related managerial cost accounting and financial analysis / risk analysis.

Utilizes related financial management systems and controls.

Drafts, formats and reviews narrative and financial justifications in support of budget proposals.

Reviews budget submissions for compliance with regulations, procedures and agency guidance.

Responds to all data calls in accordance with published deadlines.

Runs budget reports and analyzes budget status. May perform monthly, quarterly and annual account reconciliation.

Analyzes changes in program plans and funding. Provides advice to managers on the amounts of funding available and timeframes in which available budget funds must be used.

Provides financial data to management on cost efficiencies and savings. Recommends strategies for the most effective use of resources.

Makes recommendations on improving agency financial management processes and systems.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree in Accounting, Finance, Business or related field of study and a minimum of three (3) years of experience required, or equivalent combination of education / experience.

CERTIFICATES, LICENSES, REGISTRATION

U.S. Citizens only due to government or federal requirement.

Working knowledge and understanding of concepts, practices and procedures related to implementation of federal regulations, policies and procedures.

Knowledge in methods of procurement used by the government and/or commercial entities.

Knowledge and understanding of financial and budgetary processes and improvement techniques.

Ability to read and understand outlined budgetary requirements and to make recommended adjustments.

Excellent computer skills with proficiency in Microsoft Office programs (i.e., Excel, Word, Outlook); ability to quickly grasp financial software programs.

Proven ability to perform in an advisory capacity and to make recommendations for resolving issues.

Detail-oriented with exceptional analytical, problem-solving and critical thinking skills.

Ability to assess business requirements.

Ability to exercise discretion and independent judgment.

Excellent verbal and written communications skills; ability to effectively communicate with senior management.

Solid customer service skills with ability to develop professional relationships.

Excellent organizational skills with ability to effectively manage multiple projects, priorities and deadlines.

Ability to work both independently and in a team environment.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
