Position Overview: The Access to Care Program Manager will develop and implement access to care strategies as an integral part of the PacificSource Provider Network programs team. Responsibilities include development, management and oversight of access to care plans for each PacificSource Coordinated Care Organization (CCO) award region, developing and aligning access to care strategies across lines of business, and innovating to develop the internal structures and processes to ensure successful monitoring, implementation and reporting. Responsibilities also include engaging, informing, and responding to internal and community stakeholders.

Essential Responsibilities:


  • Development, implementation and management of access to care assessments and action plans for each PacificSource CCO award region.

  • Monitors contract requirements for adherence to components, tracks and manages deliverables, establishes improvement plans as needed.

  • Development, implementation and management of annual Access to Care work plans.

  • Leads the PacificSource access to care cross-departmental Oregon Access to Care Committee to develop comprehensive regional work plans and mitigation strategies based on regulatory requirements.

  • Leads the development of the annual OHA-required Delivery Service Network (DSN) Narrative report and annual Division of Financial Regulation (DFR) report. Collaborates closely with Provider Network Programs team, project managers, and cross-departmental subject matter experts.

  • Collaborates to develop and implement Provider Network-focused health equity initiatives aligned with provider workforce development, the health equity Quality Incentive Measure (QIM), and other internal priorities.

  • Manages access-related internal strategic initiatives.

  • Serves as an Access to Care expert across PacificSource states and lines of business.

  • Participates in additional workgroups to develop consensus on the successful development and implementation of access to care strategies including the Behavioral Health Advisory Committee, Enterprise Access to Care Committee, Traditional Health Worker Steering Committee, and others.

  • Engages and collaborates with PacificSource Provider Network, Health Services, Medical Directors, Community Strategy and other departments to advance comprehensive access to care strategies.

  • Aligns with the Community Health Excellence (CHE) grants program to advance strategic access to care initiatives.


Supporting Responsibilities:

  • Engage PacificSource departments in advancing comprehensive access to care strategies.

  • Meet department and company performance and attendance expectations.

  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.

  • Perform other duties as assigned.


SUCCESS PROFILE

Work Experience: Minimum of 5 years' experience in program development and implementation required. Experience advancing provider access to care programs highly preferred. At least 2 years' experience developing interventions that improve access to culturally and linguistically appropriate care highly preferred. Direct insurance or health plan experience a plus.

Education, Certificates, Licenses: Bachelor's degree or equivalent combination of work experience required. Masters in Public Health, Healthcare Administration, Business, clinical degree, or related field preferred. Cultural responsivity training preferred.

Knowledge: Training and experience in program development and implementation required. Strong analytical, problem solving skills, and technical writing skills required. Excellent public relations, presentation, and interpersonal skills required. Demonstrated successful communication skills, including public presentation, training, and meeting facilitation. Demonstrated knowledge of access to care, health disparities, and interventions that advance the delivery of timely services including culturally and linguistically appropriate care. Demonstrated experience in designing/implementing transformational initiatives to meet regulatory requirements, engaging internal and community stakeholders, conducting stakeholder/provider meetings, and leading and contributing to cross functional teams to initiate work, problem solve, develop and execute plans, and complete work requirements. Maintain high level of knowledge of regulatory requirements, company products, health reform trends at the Federal and State levels, and the insurance industry. Math skills required including percentages, ratios, graphing. Demonstrated skills with the following software: Microsoft Word, PowerPoint, Excel.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately up to 50% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
